I CLOSED SESSION The Council adjourned to Closed Session at 9:41 p.m. The meeting reconvened at 10:43 p.m. with Mayor Grgas calling the meeting to order. The City Attorney reported that the Council had discussed potential litigation and personnel matters and that no action had been taken. ADJOURNMENT Brownell moved, second by Vanderstaay, to adjourn the meeting to Tuesday, May 15, 1984 at 7:00 p.m. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried The meeting adjourned at 10:44 p.m. Approved: Attest: ayor ~M:M( /} City Clerk ~ I Seal Beach, California May 15, 1984 The City Council of the City of Seal Beach met in regular adjourned session at 7:00 o'clock p.m. with Mayor Grgas calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Mayor Grgas Councilmembers Brownell, Laszlo, Risner, Vanderstaay I Absent: None Also present: Mr. Parker, City Manager Mr. Joseph, Assistant City Manager Mr. Johnson, Director of Public Works/ City Engineer Mr. Thomas, Finance Director Chief Picascia, Police Department Mr. Osteen, Recreation Director Chief Dorsey, Lifeguard Department Mr. Baucke, Principal Planner Mrs. Yeo, City Clerk 5-r5~84 WAIVER OF FULL READING Risner moved, second by Brownell, to waive the reading in full of all ordinances and resolutions and that consent to the waiver of reading shall be deemed to be given by all Councilmembers after reading of the title unless specific request is made at that time for the reading of such ordinance or resolution. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried I OATH OF OFFICE - CITY CLERK Mayor Grgas administered the Oath of Office and presented the Certificate of Election to Joanne Yeo, declared elected to the office of City Clerk of the City of Seal Beach for the full term of four years. Mayor Grgas commended and extended appreciation to Counci1members Laszlo and Vanderstaay for their efforts and contributions to the City during their terms as members of the City Council. Mayor Grgas also read a letter from the Mayor of San Clemente to Mr. Laszlo, expressing appreciation for Mr. Laszlo's efforts toward pier restoration funding while a member of the Orange County Harbors, Beaches and Parks Commission. Dr. Gordon Shanks and members of the San Gabriel Pacific Parks Society presented plaques of appreciation to Councilmembers Laszlo and Vanderstaay. Mr. Laszlo and Mrs. Vanderstaay recalled events of their terms of office, and expressed their feelings of appreciation to the members of the City Councils with whom they served as well as to the City staff. OATH OF OFFICE - COUNCILMEMBERS WILSON and CLIFT I The City Clerk administered the Oath of Office and presented the Certificate of Election to Edna Wilson, Councilmember- elect from Councilmanic District Two, and to Frank Clift, Councilmember-elect, Councilmanic District Four, for the full term of four years. Mrs. Wilson and Mr. Clift assumed their Council seats with congratulations and a round of applause from those present. COUNCIL REORGANIZATION SELECTION OF MAYOR Mayor Grgas declared nominations open for the position of Mayor. Councilmember Risner nominated Mr. Brownell as Mayor. Risner moved, second by Grgas, to declare nominations closed. AYES: NOES: Brownell, Clift, Grgas, Risner, Wilson None Motion carried Mr. Brownell was unanimously declared Mayor of the City of Seal Beach for 1984/85 and assumed the Mayor's chair and gavel from outgoing Mayor, Mr. Grgas. Mayor Brownell expressed his appreciation to the Council for selection as Mayor. SELECTION OF MAYOR PRO TEMPORE Mayor Brownell declared nominations open for the position of Mayor ProTempore. Counci1member Wilson nominated Mrs. Risner as Mayor ProTempore. Wilson moved, second by Clift, to declare nominations closed. I AYES: NOES: Brownell, Clift, Grgas, Risner, Wilson None Motion carried 5~1'5~84 I Councilmember Risner was unanimously declared Mayor ProTempore for 1984/85. RESOLUTION NUMBER 338l - HONORING WILLEMKE "WILLY" VANDERSTAAY Resolution Number 3381 was presented to Council and read by Mayor Brownell entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, HONORING AND COMMENDING WILLEMKE "WILLY" VANDERSTAAY FOR HER DEVOTED COMMITMENT AND SINCERE DEDICATION TO SERVING THE CITIZENS OF SEAL BEACH." Risner moved, second by Grgas, to adopt Resolution Number 3381 as presented. AYES: NOES: Brownell, Clift, Grgas, Risner, Wilson None Motion carried RESOLUTION NUMBER 3382 - HONORING FRANK LASZLO Resolution Number 3382 was presented to Council and read by Mayor Brownell entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, HONORING AND COMMENDING FRANK LASZLO FOR HIS DEVOTED COMMITMENT AND SINCERE DEDICATION TO SERVING THE CITIZENS OF SEAL BEACH." Grgas moved, second by Clift, to adopt Resolution Number 3382 as presented. AYES: NOES: Brownell, Clift, Grgas, Risner, Wilson None . Motion carried Mayor Brownell presented the Resolutions to Mrs. Vanderstaay and Mr. Laszlo on behalf of the City. I RESOLUTION NUMBER 3383 - SIGNATURE AUTHORIZATIONS Resolution Number 3383 was presented to Council entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, PROVIDING AUTHORIZATION TO SIGN DEMANDS AND CHECKS FOR THE WITHDRAWAL OF FUNDS ON DEPOSIT WITH THE BANK OF AMERICA, SECURITY PACIFIC NATIONAL BANK, CROCKER BANK AND FIRST INTERSTATE BANK: AND AUTHORIZING ALTERNATE SIGNATURES: AND RESCINDING RESOLUTION NUMBER 3273." By unanimous consent, full reading of Resolution Number 3383 was waived. Risner moved, second by Grgas, to adopt Resolution Number 3383 as amended, inserting the name of Oscar Brownell as Mayor. . AYES: NOES: Brownell, Clift, Grgas, Risner, Wilson None Motion carried 1984-85 FISCAL YEAR BUDGET The City Manager reported that the Council had been provided with the proposed 1984-85 fiscal year budget, explaining that the budget is balanced and includes some surplus funds. The Council indicated they wished to postpone budget workshops until after the regular meeting of May 29th. I ORAL COMMUNICATIONS Mayor Brownell declared oral communications open. The City Manager announced that a reception for the incoming and outgoing Councilmembers would be held immediately fOllowing the meeting and invited those present to attend. CLOSED SESSION Risner moved, second by Grgas, to amend the agenda to include a Closed Session as requested by the City Manager. AYES: NOES: Brownell, Clift, G~gas, Risner, Wilson None Motion carried 5~15-84 / 5-29-84 It was the order of the Chair, with consent of the Council to adjourn to Closed Session at 7:38 p.m. The meeting reconvened at 7:45 p.m. with the Mayor calling the meeting to order. The City Manager reported that the Council had discussed a personnel matter. PRESENTATIONS Mayor Brownell presented plaques of appreciation to Frank Laszlo and Victor Grgas commemorating their service to the community as Redevelopment Agency Chairman and Mayor of Seal Beach for 1983/84. Council joined in expressing their appreciation.
