The City Council of the City of Seal Beach met in regular session
at 7:00 p.m. with Mayor Laszlo calling the meeting to order with
the Salute to the Flag.

WAIVER OF FULL READING
Supple moved, second by Vanderstaay, to waive the reading in full of
all ordinances and resolutions, and that consent to the waiver of
reading shall be deemed to be given by all Council members after
reading of the title unless specific request is made at that time for
the reading of such ordinance or resolution.

PROPOSED RESOLUTION NUMBER 3138-A - COMMUNITY DEVELOPMENT - CITIZENS
PARTICIPATION COMMITTEE

Proposed Resolution Number 3138-A was presented to Council entitled
"A RESOLUTION OF THE SEAL BEACH CITY COUNCIL ESTABLISHING GUIDELINES
FOR MEMBERSHIP ON THE COMMUNITY DEVELOPMENT BLOCK GRANT CITIZEN'S
PARTICIPATION COMMITTEE." By unanimous consent, full reading of
Resolution Number 3l38-A was waived. The Planning Director presented
the staff report, explained the need to establish the Committee
pursuant to the Housing/Community Development regulations and reviewed
the guidelines set forth in the proposed resolution. Vanderstaay moved
to approve Resolution Number 3138-A as presented. Councilman Seitz
inquired about membership of persons representing service clubs or
local merchants and suggested the Committee membership be as broad
based as possible and that expansion of the target area to include
the Marina Hill and Leisure World be explored. Discussion followed

with Councilmember Vanderstaay withdrawing her motion. Seitz moved,
second by Vanderstaay, that this matter be referred back to staff for
further study with regard to expansion of the target area and that a
report be provided the Council for consideration.

RESOLUTION NUMBER 3139 - 1980 STATE WATER ACT (SB 200)
Resolution Number 3139 was presented to Council entitled "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH URGING A YES VOTE ON THE
REFERENDUM ON THE 1980 STATE WATER ACT (SB 200) APPEARING ON THE JUNE
8, 1982 BALLOT." By unanimous consent, full reading of Resolution

Number 3139 was waived. Councilman Seitz expressed strong support for
the proposed resolution and suggested that the local press inform the
citizenry of the Council's action on this matter. Councilman Supple
referred to environmental and conservation measures that have been
funded on a statewide basis for numerous years which have benefited
the northern and central portion of the state and suggested this as

a major argument in favor of the Peripheral Cana~. Seitz moved,
second by Supple, to adopt Resolution Number 3139 as presented.

CONSENT CALENDAR
Councilman Seitz requested Item "G" removed from the Consent Calendar.
Vanderstaay moved, second by Supple, to approve the recommended
action for items on the Consent Calendar as presented except Item "G".
E. Approved the minutes of the regular adjourned
concurrent Redevelopment Agency and City
Council meeting of February 25, 1982.
F. Approved regular demands numbered 43434 through
43608 in the amount of $103,258.35; payroll of
March 11, 1982 plus demands numbered 33262 through
33265 in the amount of $142,870.80 as approved by
the Finance Committee and that warrants be drawn
on the Treasury for the Same.

Items Removed From the Consent Calendar
ITEM "G" - CERTIFICATE OF PUBLIC CONVENIENCE - ORANGE COAST YELLOW
CAB COMPANY
Councilman Seitz asked if awarding of the Certificate of Public
Convenience would constitute an exclusive certificate for operation;
the City Manager responded it was not, that the Council may grant a
Certificate to anyone requesting same. Councilman Seitz also asked
if a taxi stand or parking area was proposed and was informed neither
had been requested. Seitz moved, second by Vanderstaay, to authorize
the City Manager to issue the Certificate of Public Convenience

subject to the statement of proposed rates and other conditions
prescribed by City Code Chapter 23.

COUNCIL REQUESTS OF CITY MANAGER AND REPORTS
Mayor Laszlo reported receipt of a letter from Supervisor Wieder
inviting representatives from interested communities to attend the
Board of Supervisors public hearing, April 7th, regarding airport
site selection. The Mayor stated he planned to attend the public
hearing.
ORAL COMMUNICATIONS
There were no oral communications.

CLOSED SESSION
It was the order of the Chair with consent of the Council to recess
to Closed Session at 7:48 p.m. The meeting reconvened at 8:23 p.m.
with the City Manager reporting the Council had discussed personnel
matters and two legal items and that no action had been taken.

Vanderstaay moved, second by Supple, to amend the agenda to reopen
oral communications.

ORAL COMMUNICATIONS
Marylou Brophy, 713 Bayside Drive, addressed the Council and reviewed
previous actions taken by the Seal Beach Nuclear Action Group, the
personal contacts, letters and the presentation to the City Council and
requested the Council take formal action requesting Senator Cranston to
submit to the General Accounting Office a request to conduct a safety
check of the Seal Beach Naval Weapons Station. It was recommended
that a written request from SNAG be forwarded to the City Manager
requesting this matter be placed on the Council agenda. No further
action was taken.

at 7:00 p.m. to declare the results of the March 30th Primary Election.

ELECTION - MARCH 30, 1982
Resolution Number 3140 was presented to Council entitled "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, RECITING
THE FACTS OF THE PRIMARY NOMINATING MUNICIPAL ELECTION HELD IN THE
CITY OF SEAL BEACH ON THE 30th DAY OF MARCH, 1982, DECLARING THE
RESULTS THEREOF, AND SUCH OTHER MA TIERS AS ARE PROVIDED BY LAW. 11 By
