The City Council of the City of Seal Beach met in regular session
at 7:00 o'clock p.m. with Mayor Laszlo calling the meeting to order
with the Salute to the Flag.

WAIVER OF FULL READING
Supple moved, second by Vanderstaay, to waive the reading in full of
all ordinances and resolutions and that consent to the waiver of
reading shall be deemed to be given by all Council members after
reading of the title unless specific request is made at that time for

ACKNOWLEDGEMENT - FIRE DEPARTMENT AWARD
Mayor Laszlo acknowledged a plaque from the Orange County Board of
Supervisors expressing appreciation to the Seal Beach Fire Depart-

ment for assisting in the April 21st Anaheim fire. Mayor Laszlo
read the commendation in full and presented same to the Chief Hutain.
PROCLAMATIONS
Mayor Laszlo proclaimed the week of May 9 through May 15, 1982 as

"National Nursing Home Week."
Mayor Laszlo proclaimed the month of May, 1982 as "Older Americans
Month."
Mayor Laszlo proclaimed May 14, 1982 as "Share Health Day."
Mayor Laszlo proclaimed the week of May 9 through May 15, 1982 as
"Community College Week."
PUBLIC HEARING - AMENDING ZONING CODE - BUILDING HEIGHT LIMITS
(SURFS IDE)
Mayor Laszlo declared the public hearing open to consider an amendment
to the City's Zoning Ordinance by eliminating reference to the number
of stories in residential structures in Surfside Colony. The City
Clerk certified that notices had been published as required by law
and that no communications had been received either for or against

this matter. The City Manager stated that due to the upcoming Council
reorganization, it was recommended that the public hearing be continued
until the next meeting. Vanderstaay moved, second by Supple, to
continue the public hearing relating to building height limits in Surf-
side to Monday, May 24, 1982 at 7:00 p.m.

ORDINANCE NUMBER 1117 - PURCHASING SYSTEM
Ordinance Number 1117 was presented to Council entitled "AN ORDINANCE
OF THE CITY OF SEAL BEACH RELATING TO THE PURCHASING SYSTEM AND AMENDING
THE CODE OF THE CITY OF SEAL BEACH." By unanimous consent, full reading

of Ordinance Number 1117 was waived. The Assistant City Manager
reported that the proposed ordinance permits informal bidding procedures
for purchases up to $5,000 rather than the present $4,000 limit and
permits the City Council to dispense with bid procedures under certain
circumstances, such as the purchase of used equipment or rehabilitation
of existing equipment. Supple moved, second by Vanderstaay, to approve

the introduction of Ordinance Number 1117 and that it be passed to
second reading.

ORDINANCE NUMBER 1118 - FIREWORKS - URGENCY

Ordinance Number 1118 was presented to Council entitled "AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING
CHAPTER 9 OF THE CODE OF THE CITY OF SEAL BEACH RELATING TO FIREWORKS
AND DECLARING THE URGENCY THEREOF." By unanimous consent, full
reading of Ordinance Number 1118 was waived. Mr. Donelson, Fire
Marshall, explained that the proposed ordinance would remove certain
ambiguities from the Code, allow enforcement by the Police and Fire
Departments of the Uniform Fire Code, 1976 Edition, Article 12,
relating to fireworks and processing of citations by the District
Attorney. It was pointed out that fireworks are presently being
transported in and through the city and the urgency of this ordinance
to enable citation for violations was expressed. Supple moved,

second by Vanderstaay, to adopt Ordinance Number 1118 as presented
and declaring the urgency thereof.

Ordinance Number 1119 was presented to Council entitled "AN ORDINANCE

CHAPTER 9 OF THE CODE OF THE CITY OF SEAL BEACH RELATING TO FIREWORKS."
By unanimous consent, full reading of Ordinance Number 1119 was waived.
Vanderstaay moved, second by Laszlo, to approve the introduction of
Ordinance Number 1119 and that it be passed to second reading. I

RESOLUTION NUMBER 3153 - PAYING TRIBUTE TO RAYMOND E. PROCHNOW - MEMBER
SEAL BEACH ADMINISTRATION BUILDING AUTHORITY
Resolution Number 3153 was presented to Council entitled "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, HONORING AND
PAYING TRIBUTE TO THE MEMORY OF RAYMOND E. PROCHNOW." By unanimous

consent, full reading of Resolution Number 3155 was waived. Councilman
Supple expressed his high regard for Mr. Prochnow and moved to adopt
Resolution Number 3153 as presented. Councilmember Vanderstaay seconded
the motion.

RESOLUTION NUMBER 3154 - APPLICATION - ROBERTI-Z'BERG URBAN OPEN SPACE/
RECREATION PROGRAM GRANT FUNDS - SIXTH YEAR
Resolution Number 3154 was presented to Council entitled "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING THE APPLICATION
FOR GRANT FUNDS UNDER THE ROBERTI-Z'BERG URBAN OPEN-SPACE AND RECREA-

TION PROGRAM." By unanimous consent, full reading of Resolution
Number 3154 was waived. The Recreation Director stated that the
sixth year program would entitle Seal Beach to $19,926, that the grant
would require a twenty-five percent match ($6,642) by the City which
would come from the Park/Recreation Subdivision Fee account 402. Mr.
Osteen explained that the funds are designated for restoration of
playground equipment at Marina, Gummere and Edison parks. Supple
moved, second by Vanderstaay, to approve Resolution Number 3154 as
presented.

CONSENT CALENDAR

Councilmember Vanderstaay requested Item "M" be removed from the
Consent Calendar. Supple moved, second by Vanderstaay, to approve
the recommended action for items on the Consent Calendar as presented
except Item "M".

K. Approved the minutes of the regular meeting of
April 26, 1982.
L. Approved regular demands numbered 44050 through
44207 in the amount of $164,787.27; payroll of
May 6, 1982 plus demands numbered 236 through
456 in the amount of $174,636.53 as approved by
the Finance Committee and that warrants be drawn
on the Treasury for the same.
N. Authorized the City Manager to sign the agreement
between the City of Seal Beach and the County of
Orange for Community Park Revenue Sharing Project
in the amount of $47,000 for development of the
Los Alamitos Armed Forces Center Park.

ITEM "M" - VACANCY - SEAL BEACH ADMINISTRATION BUILDING AUTHORITY
It was clarified that the vacancy on the Seal Beach Administration
Building Authority is from Councilmanic District Five. Supple moved,
second by Vanderstaay, to declare a vacancy on the S.B.A.B.A. from
District Five for the term ending July 1, 1984.

COUNCIL REPORTS/REQUESTS OF CITY MANAGER
Mayor Laszlo reported on a recent Orange County Board of Supervisors
meeting at which the Board, by majority vote, extended for a period
of ninety days the study to select an Orange County general aviation
site. Mayor Laszlo reported further that he had obtained a report
from Congressman Lungren setting forth a plan to develop fourteen
hundred military housing units on the Los Alamitos Air Station and
explained that these housing units could effect the flight patterns,
alter military activities at the base, which in turn could feasibly
lead to general aviation use in the future. The Mayor stated he

would provide copies of the aviation and housing reports to the Council.
Mr. Supple expressed appreciation for the report, stated he would pass
this information on to the leadership in the Leisure World community,
and voiced strong support for the retention of the National Guard at

Los Alamitos.
