Mr. Supple expressed appreciation for the report, stated he would pass this information on to the leadership in the Leisure World community, and voiced strong support for the retention of the National Guard at I Los Alamitos. I ROLL CALL Present: Mayor Laszlo Councilmembers Kredell, Seitz, Supple, Vanderstaay Absent: None 5-18-82 ~ Also present: Mr. Parker, City Manager Mr. Stepanicich, Assistant City Attorney Mr. Joseph, Assistant City Manager Mr. Johnson, City Engineer/Director of Public Works Chief Picas cia, Police Department Ms. Danielson, Planning Director Mr. Osteen, Recreation Director Mrs. Yeo, City Clerk I WAIVER OF FULL READING Laszlo moved, second by Kredell, to waive the reading in full of all ordinances and resolutions and that consent to the waiver of reading shall be deemed to be given by all City Council members after reading of the title unless specific request is made at that time for the reading of such ordinance or resolution. AYES: Kredell, Laszlo, Seitz, Supple, Vanderstaay NOES: None Motion carried RESOLUTION NUMBER 3155 - DECLARING RESULTS - GENERAL MUNICIPAL ELECTION - MAY 11, 1982 Resolution Number 3155 was presented to Council entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF SEAL BEA.CH ON THE 11th DAY OF MAY, 1982, AND DECLARING THE RESULTS THEREOF I AND SUCH OTHER MA'ITERS AS ARE PROVIDED BY LAW." By unanimous consent, full reading of Resolution Number 3155 was waived. Kredell moved, second by Vanderstaay, to adopt Resolution Number 3155 as presented. AYES: Kredell, Laszlo, Seitz, Supple, Vanderstaay NOES: None Motion carried Mayor Laszlo acknowledged each of the outgoing councilmembers and expressed appreciation on behalf of the City for their services and accomplishments during their tenure on the City Council. Council- members Supple, Seitz and Kredell each addressed those persons present, related their experiences while a member of the Council and expressed appreciation to their fellow councilmembers, the city staff and conveyed best wishes to the incoming councilmembers, after which they relinquished their City Council seats. I OATHS OF OFFICE The City Clerk administered the Oath of Office to Councilmembers elect Victor Grgas, District One, Joyce Risner, District Three, and 5-18-82 Oscar Brownell, District Five, and presented each with their Certifi- cate of Election, after which the new members of the City Council assumed their Council seat. COUNCIL REORGANIZATION I Selection of Mayor Mayor Laszlo declared nominations open for Mayor and nominated Councilmember Vanderstaay for the position. Brownell moved, second by Laszlo, to declare nominations closed. AYES: Brownell, Grgas, Laszlo, Risner, Vanderstaay NOES: None Motion carried Mrs. Willemke Vanderstaay was declared Mayor of the City of Seal Beach for 1982-83. Selection of Mayor ProTempore Mayor Vanderstaay declared nominations open for Mayor ProTempore and nominated Councilmember Laszlo for the position. Grgas moved, second by Brownell, to declare nominations closed. I AYES: Brownell, Grgas, Laszlo, Risner, Van~erstaay NOES: None Motion carried Mr. Laszlo was declared Mayor ProTempore of the City of Seal Beach for 1982-83. PRESENTATIONS Mayor Vanderstaay presented a commemorative plaque to Councilmember Laszlo for serving as Mayor of the City for 1981-82 and a plaque also to Mr. George Supple for his services to the community by serving as Chairman of the Redevelopment Agency for 1981-82. RESOLUTION NUMBER 3156 - HONORING RONALD A. "CHI" KREDELL - MEMBER OF THE CITY COUNCIL Resolution Number 3156 was presented to Council and read in full by Councilmember Laszlo entitled "A RESOLUTION OF THE CITY COUNCIL OF I THE CITY OF SEAL BEACH, CALIFORNIA, HONORING AND COMMENDING RONALD A. "CHI" KREDELL FOR HIS DEVOTED COMMITMENT AND SINCERE DEDICATION TO SERVING THE CITIZENS OF SEAL BEACH." Risner moved, second by Laszlo, to adopt Resolution Number 3156 as presented. AYES: Brownell, Grgas,.Laszlo, Risner, Vanderstaay NOES: None Motion carried 5-18-82 RESOLUTION NUMBER 3157 - HONORING HAROLD KENT SEITZ - MEMBER OF THE CITY COUNCIL Resolution Number 3157 was presented to Council and read in full by .' Councilmember Risner entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, HONORING AND COMMENDING HAROLD KENT SEITZ FOR HIS DEVOTED COMMITMENT AND SINCERE DEDICATION TO I SERVING THE CITIZENS OF SEAL BEACH." Risner moved, second by Brownell, to adopt Resolution Number 3157 as presented. AYES: Brownell, Grgas, Laszlo, Risner, Vanderstaay NOES: None Motion carried RESOLUTION NUMBER 3158 - HONORING GEORGE H. SUPPLE - MEMBER OF THE CITY COUNCIL Resolution Number 3158 was presented to Council and read in full by Mayor Vanderstaay entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, HONORING AND COMMENDING GEORGE H. SUPPLE FOR HIS DEVOTED COMMITMENT AND SINCERE DEDICATION TO SERVING THE CITIZENS OF SEAL BEACH." Brownell moved, second by Grgas, to adopt Resolution Number 3158 as presented. AYES: Brownell, Grgas, Laszlo, Risner, Vanderstaay I NOES: None Motion carried ORAL COMMUNICATIONS Mayor Vanderstaay declared oral communications open. Councilman Grgas expressed appreciation to a member of his family for taking pictures of the new councilmembers being seated. Councilmember Risner asked if the Council wished to set a budget workshop date. It was the consensus of the Council to establish budget workshop dates at the next regular Council meeting. Mayor Vanderstaay suggested Council seating be rearranged so that the City Manager and City Attorney sit at either side of the Mayor. It was the consensus of the Council to discuss this matter at the next regular Council meeting. There were no other oral communications; Mayor I Vanderstaay declared oral communications closed.
