- ASSISTANT CITY MANAGER
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6108 approving an amendment to the
classification plan by adding the classification of Assistant City Manager,
eliminating the classification of Assistant to the City Manager, and amending
some classifications to reflect that those classifications report directly to the
Assistant City Manager and to reflect the change of title to Assistant City
Manager in other job classifications that currently mention Assistant to the City
Manager.
BACKGROUND:
Historically in the City of Seal Beach, the position that currently exists as
Assistant to the City Manager has functioned with the title, duties, and
responsibilities of Assistant City Manager. In April 2008 a vacancy existed in the
job classification of Assistant City Manager, and the City Manager at that time
requested the elimination of the classification of Assistant City Manager for
budgetary purposes and downgraded the position to Assistant to the City
Manager.
FIN ANCIAL IMPACT:
The proposed amendment is cost neutral on an annual basis for the next several
years, including future step increases, due to the realized cost savings of the
recent departure of the former City Manager.
ANALYSIS:
The Assistant to the City Manager has been functioning as a department head
since October 2008 as a member of the Executive Management team. The
Assistant to the City Manager has full range of City Manager duties as Acting
City Manager during the City Manager's absence. Additionally, the Assistant to

the City Manager represents the City and participates in and attends several
meetings and functions with city, community, regional, and intergovernmental
agencies, committees, and professional groups. The Assistant to the City
Manager currently oversees a number of administrative functions, including direct
management of community services and human resources personnel and
operations; risk management; labor negotiations; contracts; property
management; cable television and waste hauler franchise agreements; recycling
programs; AB 939 compliance, public relations, and staff liaison to the
Recreation and Parks Commission.
In order to accurately reflect the current duties and responsibilities of the position,
and to expand upon those duties and responsibilities to include the span of
control over some city departments, a title change from Assistant to the City
Manager to Assistant City Manager is warranted, including appropriate
compensation. Attached as Attachment B is a proposed organization chart to
reflect the requested Assistant City Manager position and related direct reporting
relationships. Also attached as Attachment C is the proposed position
specification for Assistant City Manager to include the current and expanded
duties and responsibilities.

BEACH, CALIFORNIA APPROVING AN AMENDMENT TO THE
CLASSIFICATION PLAN BY ADDING THE CLASSIFICATION OF
ASSISTANT CITY MANAGER, AND ELIMINATING THE
CLASSIFICATION OF ASSISTANT TO THE CITY MANAGER
WHEREAS, amending the classification plan to add the classification of
Assistant City Manager, and eliminating the classification of Assistant to the City
Manager is warranted, including appropriate compensation, to accurately reflect
the current duties and responsibilities and expand upon those duties and
responsibilities to include the span of control over some city departments; and
WHEREAS, the proposed amendment is cost neutral on an annual basis for the

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. The classification of Assistant to the City Manager is hereby
eliminated from the classification plan.
Section 2. The classification of Assistant City Manager is hereby added to the
classification plan.
Section 3. The Executive Management/Mid- Management Terms and
Conditions of Employment is hereby amended to eliminate
Assistant to the City Manager and replace it with the title and salary
range of Assistant City Manager.

ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that
may be performed. The omission of specific statements of duties does not exclude them

1. Serves as Acting City Manager with full range of duties in the City
Manager's absence.
2. Participates in developing, implementing, and monitoring City -wide policies, goals, and
long -term plans focused on achieving the City's mission and City Council priorities.

3. Manages, directs, and oversees assigned services, programs, functions, and activities
within the City Manager's Department, and-- Community Services Department, Admin
Services /Finance Department, Human Resources Department, and Risk
Management.
4. Selects, trains, motivates and evaluates the work of assigned staff; provides or
coordinates staff training and coaching to correct deficiencies; recommends and
implements disciplinary procedures in consultation with the City Manager.
5. Works closely with the City Manager, City Council, and various public, private and
community organizations in developing and evaluating the success of programs in
achieving City priorities.
6. Advises the City Manager and the City Council on related matters; directs and
coordinates preparation of analyses and recommendations on public policy issues and
on long -range plans for City services.
7. Serves as the City's Chief Negotiator with the City's represented bargaining groups and
oversees the City's human resources programs and services.
8. Oversees the City's risk management services, and the negotiation and settlement of
Workers' Compensation and liability claims.
9. Develops, implements, and evaluates operating expenditures for the City
Manager's Department, human resources, risk management, fire services, City
Council, City Attorney, and City departments.
10. Manages the Property Management Services Agreement between the City and
property management contractor for City -owned properties; reviews and approves
monthly financial statements and disbursements, and works with contractor to resolve
property and real estate issues.
11. Manages and participates as a member of the Orange County Taxi Authority Program
and attends quarterly steering committee meetings; ensures vendor compliance with
City's Taxicab ordinance and adjudicates complaints; serves as the City's liaison with
the OCTA and taxi company representatives.
12. Serves as a liaison to the Parks and Recreation Commission; represents the City and
works closely with appointed boards and committees and public and private officials to
provide technical assistance in resolving problems and executing planned actions.
13. Represents the City and participates and attends various meetings and functions
with city, community, regional, and intergovernmental agencies, committees,
and professional groups.

14. Makes presentations on various projects or issues to the City Council, City employees
or other internal or external agencies or organizations.
15. Manages and directs follow -up actions in response to City Manager and City Council
requests; fulfills City Manager and City Council instructions and requests.
16. Directs, prepares, and oversees the preparation of a wide variety of reports and
presentations for the City Council, City management and outside agencies.
17. Participates as a member of the Executive Management Team.

QUALIFICATIONS GUIDELINES
Knowledge of.
Operations, services, and activities of a municipal organization; theory, principles,
practices and techniques of public administration, including municipal budgeting, human
resources management, program and policy formulation and evaluation, and community
services functions; management, financial, and public policy issues; principles of
negotiation and contract administration; public information and public relations principles
and practices required to work with public officials, industry representatives, civic groups,
and private citizens; principles and practices of management, supervision, training, and
performance evaluation; principles of business letter writing and report preparation;
pertinent federal, State, and local laws, codes, and regulations.
Ability to:
Participate in the development, implementation, and administration of City -wide goals,
objectives, policies, procedures, work standards, and internal controls; manage and direct
assigned operations and services; select, supervise, train, and evaluate the work of staff,
prepare clear, concise, and comprehensive administrative, financial, and technical reports;
perform complex analyses and administer projects and research; read and interpret
complex data, information, and documents; understand, interpret, explain, and apply
applicable federal, State and local statutes and polices; utilize standard office equipment
including computer hardware and related word processing and spreadsheet software
applications; exercise tact and diplomacy in dealing with sensitive political, public policy,
community and employee issues and situations; communicate effectively, both orally and
in writing; establish and maintain effective working relationships with the City Manager and
City Council, staff, management, vendors, consultants, contractors, community groups,

Education/Training /Experience:
Bachelor's degree from an accredited four -year college or university with a major in Public
- Administration, Business Administration, or a related field is required. Five years of
experience in the management and administration of municipal government operations is

required, preferably including at least two years of administrative and supervisory
experience. Prior experience in the office of a City Manager or County Administrative
Officer is highly desirable. A Master's degree in Public Administration or a related field is
desirable.
Licenses, Certificates; Special Requirements:
Ability to attain a valid Class C California driver's license, acceptable driving record, and
evidence of insurance is required.
Ability to work extended hours in order to complete projects, attend meetings, and
accommodate City needs is required.
PHYSICAL AND MENTAL DEMANDS
The physical and mental demands described here are representative of those that must
be met by employees to successfully perform the essential functions of this class.

Physical Demands
While performing the duties of this class, the employee is required to frequently sit and to
occasionally stand and walk within work areas. The sensory demands include the ability
to talk, and hear, both in person and by telephone; use hands to finger, handle, feel or
operate computer hardware and standard office equipment; and reach with hands and
arms above and below shoulders. The employee occasionally lifts and carries records
and documents weighing 20 pounds or more.
Specific vision abilities required by this job include close vision and the ability to adjust
focus.
Mental Demands
While performing the duties of this class, the employee is regularly required to use oral
and written communication skills; read and interpret data; thoroughly analyze and solve
problems; exercise sound judgment in the absence of specific guidelines; use math and
mathematical reasoning; establish priorities and work on multiple assignments and
projects concurrently; meet intense and changing deadlines given interruptions; and
interact appropriately with staff, management, City officials, vendors, contractors,
consultants, and public and private representatives, and others in the course of work.

The employee frequently works in office conditions where the noise level is usually
moderate, at and below 85 decibels. The employee occasionally attends meetings,
conventions, City events, and other functions on behalf of the City during regular, evening,
and weekend hours.
