SUBJECT: UPDATE REGARDING PREPARATION OF
PROPOSITION 84 GRANT APPLICATION
SUMMARY OF REQUEST:
It is requested the Redevelopment Agency Board adopt Resolution No. 11 -01
related to preparation of a Grant Submittal for Proposition 84.
BACKGROUND:
In 2006 the voters of the State of California approved Proposition 84. This ballot
measure appropriated $5.39 billion to the state for various purposes including
water quality, resource protection, and park improvements. In the fall of 2009 the
state opened grants ($184 million) related to development of new parks. The
deadline for that opportunity was March 1, 2010. In September of 2010 the State
announced that a second call for grants would be awarded. In preparation of the
grant opportunity on October 10, 2010 the City of Seal Beach awarded a
professional services agreement to the firm of Carrier Johnson + Culture to
prepare a grant application. The formal announcement of the grant was been
delayed due to a change in the governor for the state. Staff has been waiting to
begin preparation of the grant until the formal announcement was made.
On January 25, 2011 the State of California formally announced the second
round of grant applications is underway. The state has announced that $184
million will be available for award with a deadline for grant submittal set at July 1,
2011. The grant can range up to $5.0 million for each individual project and
requires no city matching contribution. The grant will not allow the City to acquire
property, but will allow a Redevelopment Agency to obtain grant funds for
property acquisition of a park. The first round the state allowed 8 months for
grant preparation. The state will accept resubmittal of projects that were not
awarded from the first round.

FINANCIAL IMPACT:
The preparation of the grant has already been budgeted and was approved by
the Redevelopment Agency on October 10, 2010. Within the attached resolution
the City of Seal Beach commits that it will sufficiently budget enough funds to
maintain any park facility that is constructed from Proposition 84 grant funds.
Those maintenance costs will be included in detail in future budget hearings.
ANALYSIS:
For this park the City has identified the 4.5 acre property located at 151 Marina
Drive. On January 27, 2011 the City and consultant team held a kick off meeting
for the grant application preparation. During this meeting a schedule was set for
the preparation of the grant application, and is shown in Exhibit 1. It is common
to have six months or more to prepare a grant applications of this type. The
team has prepared a schedule that will have the grant prepared in five months
and have a high scoring (competitive) application to submit.
Included within the process to prepare the grant application are Community
Based Meetings. These meetings will determine the Community's "Preferred
Recreation Features ". A schedule for these meetings is as follows:
• February 17, 2011 at 6:00 pm in the City Council Chambers,
• March 2, 2011 at 6:00 pm in the Mary Wilson Library Senior Center,
• March 15, 2011 at 3:00 pm in the Fire Station 48 Community Center,
• March 15, 2011 at 6:00 pm in the Seal Beach Tennis Center,
• March 16, 2011 at 6:00 pm in the Mary Wilson Library Senior Center,
• March 30, 2011 at 6:00 pm in the City Council Chambers
• Planning Commission Meeting April 20, 2011
• Parks and Recreation Commission April 27, 2011
The grant requires that a minimum of 5 meetings be held within one half mile
from the site of the park. City staff has assembled a team of consultants to
prepare the application package and conduct the Community Based Meetings.
The team of consultants includes a technical team that can professionally host
the meetings and ascertain the features which community desires that can be
included in the park. The team is lead by Carrier Johnson + Culture, and
includes the Aquatic Design Group (Pool Design consultant), David Volz
(Landscape Architect), Development Management Associates (Grant Writer),
and LSA Consultants (Environmental Services).
The community planning meetings will be complete on April 27, 2011. The grant
narratives, site plan, and environmental documents will be prepared in May and
June and be completed prior to the deadline of July 1, 2011. The attached
resolution is a requirement for submittal of the grant application.

A RESOLUTION OF THE SEAL BEACH REDEVELOPMENT
AGENCY APPROVING THE APPLICATION FOR STATEWIDE
PARK PROGRAM GRANT FUNDS
WHEREAS, the State Department of Parks and Recreation has been delegated
the responsibility by the Legislature of the State of California for the
administration of the Statewide Park Program, setting up necessary procedures
governing the Application; and
WHEREAS, said procedures established by the State Department of Parks and
Recreation require the applicant to certify by resolution the approval of
application before submission of said application to the State; and
WHEREAS, the applicant will enter into a contract with the State of Califomia to
complete the grant scope project;
THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH DOES
HEREBY:
Approve the filing of an application for the MARINA PARK DEVELOPMENT, and
1. Certify that said applicant has or will have available, prior to
commencement of any work on the project included in this
application, the sufficient funds to complete the project; and
2. Certify that the applicant has or will have sufficient funds to
operate and maintain the project, and
3. Certify that the applicant has reviewed, understands, and
agrees to the General Provisions contained in the contract
shown in the Grant Administration Guide; and
4. Delegate the authority to CITY MANAGER to conduct all
negotiations, sign and submit all documents, including, but not
limited to applications, agreements, amendments, and payment
requests, which may be necessary for the completion of the
grant scope; and
5. Agree to comply with all applicable federal, state and local laws,
ordinances, rules, regulations and guidelines.
