A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, HONORING AND COMMENDING
KENT W. GIBBS FOR HIS COMMITMENT AND SERVICE TO
THE ORANGE COUNTY COUNCIL OF THE BOY SCOUTS OF
AMERICA.
WHEREAS, Kent was a Cub Scout and a Boy Scout as a youth. After military service, he entered
Scouting following a brief career as a teacher of hearing impaired youth; and
WHEREAS, Kent began his career at Valley Council, Appleton, Wisconsin (1969) where he
served as an Associate District Executive for two years, promoted and served two
years as District Executive (1971), then promoted to Field Director in 1973; and
WHEREAS, Kent was promoted to Director of Field Service in 1975 for the Bay Lakes Council,
the thirteenth largest Scouting Council in the United States at that time, where he
was responsible for eleven field staff and six districts, that Council supported about
27,797 youth by the end of 1981; and
WHEREAS, Kent became Scout Executive in 1982 for Three Fires Council headquartered in St.
• Charles, Illinois, in 1986 became the Scout Executive for the Forth Worth Texas,
• Longhorn Council; and
•
WHEREAS, Kent became President /Scout Executive of the Orange County Council in January
1991 where he is credited with expanding services for young men and women across
Orange County and developed a balanced budget while embarking on needed
improvements at the various facilities to provide quality programs for young people;
and
WHEREAS, Kent has brought the Orange County Council through 2 two -year long range
planning processes, which involved the undertaking of a $21 million Major Gifts
Initiative to provide needed capital improvements, increased the endowment fund
and provided new operating dollars to support expanded outreach efforts into the
inner city communities; and
•
WHEREAS, Kent is a recipient of the James E. West Fellowship and Heritage Society Awards,
provides support to the United Way and the Mission Hospital Board. Under Kent's
leadership, the endowment has increased from $5 • to $15 million, 2003 year -end
membership for the Orange County Council totaled 61,882 youth served, and the
Orange County Council has been the recipient of many awards and recognitions,
and during his tenure over 4,000 young men in Orange County have attained the
rank of Eagle Scout; and
WHEREAS, Kent and his wife, Lynne have raised three sons, he enjoys fishing, bicycling, and
his seven grandchildren;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach,
California, does hereby honor and commend
KENT W. GIBBS
for his commitment and service to the Orange County Council of the Boy Scouts of America, and
congratulate him on his retirement on the 19th day of June, 2004.
