SUBJECT: BODY ARMOR FUNDING
SUMMARY OF REQUEST:
The request seeks Council approval to replace obsolete body armor through the Bulletproof Vest
Partnership (BVP) program for all sworn officers of the Seal Beach Police Department. The
BVP grant program funds 50% for body armor purchases.
BACKGROUND:
In 1993 the City of Seal Beach purchased load bearing entry vests for officers who participate in
the service of high -risk search warrants. In 1999 the City purchased concealable body armor for
all of its sworn officers. The 1999 purchase was accomplished through the Bulletproof Vest
Partnership (BVP) program.
The Bulletproof Vest Partnership program (BVP) is a matching funds federal grant program
wherein the federal government will fund 50% of the costs for providing sworn law enforcement
officers with ballistic body armor protection.
At present, the City of Seal Beach Police Department is eligible and has been approved for
funding through the BVP grant for replacement of our current body armor based on its standard
five (5) year shelf life. Additionally, the aforementioned entry vests purchased in 1993 have far
exceeded their recommended shelf life. The concealable body armor purchased in 1999 will
reach its viability threshold in October of 2004. The current need to replace the concealable
body armor issued to our sworn personnel exist due to time delays associated to individual
fitting, vest construction as well as delays associated with ballistic materials acquisition
competing with U.S. military demand.
The Police Department has identified the "Safariland Zero G Gold II" concealable vest and the
"Safariland cover 6 plus" entry vest. The Police Department then consulted the Safariland
Representative and sought contact information for vendors that offered one or both of the
desired Safariland products. Five vendors were identified and contacted and asked to submit
bids for the concealable body armor contract, the entry vest contract or both.
After all bids were received it was determined Long Beach Uniform (Galls) was able to provide
both products lines at our sought specifications at the most affordable price amongst the
competing vendors. _

FISCAL IMPACT:
Long Beach Uniform provided a faxed bid of $29,343.87 for all thirty-nine (39) and six (6) entry
vests including tax. It is proposed that half of this purchase be made immediately in fiscal year
2003/04. This total represents $14,672.49 and will be paid for entirely through existing grant
funds. Half will come from our Supplemental Law Enforcement Fund and the other half will be
paid for with Federal grant funds provided by the Bullet Proof Vest partnership program.
RECOMMENDATION:
Approve the grant funding for the City of Seal Beach in order to purchase and replace existing
body armor for sworn police personnel by utilizing grant funds budgeted for this purpose.
