SUBJECT: COMPREHENSIVE FEE SCHEDULE 2004/2005
SUMMARY OF REQUEST:
Establish the rates and amounts of fees and charges for certain goods, services and facilities provided
by the City of Seal Beach and supersede inconsistent provisions of previously approved resolutions.
BACKGROUND:
Under State of California guidelines, fees and charges for municipal goods and services are to be set at
a rate equivalent or below costs incurred in providing for that service. Fees are to be based on an
analysis of costs and may not be arbitrarily set. A fee or charge may, as a matter of public policy, be
set at a rate below costs, when a public benefit or good exists in having the General Fund subsidy for
specific service to an individual(s).
For the 2004/2005 fiscal year, staff reviewed fees and charges and recommends fees and charges
authorized and established in prior year Comprehensive Fee Schedule remain the same except for the
following fee increases (see attachment A for prior fee and increased fee):
• Transportation Facilities and Programs Development Fees and Transportation Facilities and
Programs Development Application Fees paid by developers increased 5.98 %. The 5.98% increase
is the "Engineering News Record Construction Cost 20 City Average" from May 2003 to May
2004.
• Contractor Business License fee and Business License fee increased 2.1% based on the Consumer
Price Index as of February 2004 for the Los Angeles Urban Area.
• Public Works Section 5 — Plan check and Review: Traffic Plan Review increased per application to
recover actual cost.
• Public Works Section 5 — Sewer Utility Services — Sewer Service Connection Charge — "Buy In"
fees were increased based on the increase in the Engineering News Record of Construction Cost
Index of 6.9644 %.
• Public Works Section 5 — Water Utility Services — New Water Service Connection Charge — "Buy
In" fees were increased based on the increase in the Engineering News Record of Construction
Cost Index of 6.9644 %.

• Public Works Section 5 — Miscellaneous — The hourly rates for development and other projects for
the City Traffic Engineer, Utilities Engineer, Development Coordinator, Project Inspector and
Construction Engineer were increased to recover actual costs.
• Public Works Section 5 — The City will now be charging for public works publication at $3.00 per
book to help recover actual costs.
• Public Works Section 5 — Special Events — The City will be charging the following new fees for
special events to recover actual costs: Power Turn on Fee (each location) $30.00; Pier Restroom
Cleaning (each occurrence) $50.00; Building Facility Cleaning (each occurrence) $50.00; and
Street Sweeping (after Special Events 2hr /min.) $150.00.
• Public Works Section 5 — The newspaper rack fees will now be listed in the comprehensive fee
schedule resolution.
• The cost of overhead for services provided by the City and no method for the calculation is
specified through this Resolution, other City Council resolutions, the Code of the City of Seal
Beach, or other state or federal ruling increased from 25.3% to 27.40 %. This increase is based on
the 2.1% consumer price index as of February 2004 for the Los Angeles Urban Area.
• Police Section 4 — Animal Control Fees — The City proposes increasing animal licenses to cover
the cost of the new dog park. The City will no longer be providing service for removal of dead
animals and animal traps. Euthanasia fees have also increased to reflect actual cost.
• Police Section 4 — Dog Park Fees — The City will now be charging fees for the use of the new dog
park for non — residents and charging fines for violation of dog park rules.
• Lifeguard Section 12 — Jr. Lifeguard program fees and surf class fees increased to recover actual
costs.
FISCAL IMPACT:
The recommended Comprehensive Fee Schedule will balance cost recovery of services rendered and,
therefore, reduce General Fund tax and revenue subsidies.

RECOMMENDATION:
City Council adopt the Comprehensive Fee Schedule establishing the rates and amount of fees and
charges for good, services and facilities provided by the City of Seal Beach.

Per the City Municipal Code section 11 -32 the business license tax amount for all businesses other
