SUBJECT: WEST ORANGE COUNTY WATER BOARD BUDGET -
FY 2004/2005
SUMMARY OF REQUEST:
The proposed action will approve the FY 2004/200 budget of the West Orange County
Water Board.
BACKGROUND:
The City of Seal Beach is a member of the West Orange County Water Board which is
the joint powers agency that owns and operates the water distribution system which
conveys water from Metropolitan Water District (MWD) to the Cities of Huntington
Beach, Garden Grove, Westminster, and Seal Beach. Water from MWD fulfills 25% to
35% of the water demand for our City. The total proposed budget for this fiscal year
totals $298,200. The Board presently holds $203,378 in reserve and requires only
$200,000 as the recommended reserve. Excess reserves and other revenues totaling
$48,378 along with $9,000 in interest is programmed towards the new fiscal year budget.
The total net funding to be divided among the member agencies is $240,822 and the
City's share is 14.3% or $34,438.
FISCAL IMPACT:
Funds are currently budgeted in the City's 2004/2005 Budget within the Water Enterprise
Fund.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Approve the Fiscal Year 2004/2005 budget of the West Orange County Water
Board and the City's share in the amount of $34,438.

Subject: West Orange County Water Board Fiscal Year 2004 -05 Budget
Dear Director Doane:
As discussed at the April 21, 2004, regular meeting of the West Orange County Water Board,
enclosed for your review is the proposed Fiscal Year 2004 -05 budget. There are a few minor
revisions from the version that was presented in April.
Under "Estimated FY 2003 -04," our estimated expenditure this year for the Engineering Survey
has been reduced to $10,000 from the original projection of $25,000. In discussing the project
further with our Geographical Information Systems (GIS) section we have determined that the
bulk of this survey can be accomplished "in- house" utilizing Huntington Beach staff, thereby
saving the expense of seeking outside engineering assistance.
Secondly, we have received our audited figure for the cash balance as of September 30, 2003.
We have used this audited figure of $237,701 on the "Agency Allocation Summary" page. From
this figure we derive our funding from reserves and ultimately our required funding from the four
cities. Because our audited cash balance was slightly lower than projected, our funding
requirements are approximately 5% higher (originally $227,812, revised $240,822).
The budget has been forwarded to each of the four agency Water Managers with the request
that the budget be ratified by their respective City Councils prior to our July 21, 2004, meeting.
This is a relatively short time frame. In the past we have had occasions where a member city
has not ratified the budget prior to its proposed adoption by the Board. In these instances the
budget has been adopte. - e • . • ent on the ratification by the member agency.
