Director of Public Works /City Engineer SUBJECT: AWARD BID FOR SEAL BEACH BLVD. AND PACIFIC COAST HIGHWAY INTERSECTION WIDENING, PROJECT No. 49758 SUMMARY OF REQUEST: The proposed City Council action will award a construction contract for the Seal Beach Blvd. and Pacific Coast Highway Intersection Widening, Project No. 49758 to the lowest bidder, R.J. Noble in the amount of $ 530,351.00 and authorize the City Manager to execute the contract. BACKGROUND: The awarded project will begin at 14 Street and continue southerly along Pacific Coast Highway for approximately 2,000 feet. This project will improve traffic flow by widening Pacific Coast Highway to three through lanes in both directions. The proposed project also consists of constructing new curb ramps on all four corners and minor work for reconstruction of existing curb and gutter, sidewalks, medians, and drainage facilities. The existing traffic signal will be relocated and reconstructed. And the existing bus shelter will also be relocated. This project will be similar in scope of work as the recently constructed Seal Beach Blvd. and Westminster Intersection Project. However, no additional turn lanes will be added due to right -of -way constraints. In 1997, the City competitively applied for and secured Measure M Funding to improve the intersection at Pacific Coast Highway and Seal Beach Boulevard. Measure M Funding was allocated in FY 99/00 under the Intersection Improvement Program (IIP). The IIP program allocated a total amount for construction of $563,360.00 with a required match of $140,850.00 from GMA #6 for a total of $704,210.00. Monies from this program may only be used for these purposes and may be forfeited if the project is not completed. Project design began in the spring of 2000. It required coordination with Caltrans personnel because Pacific Coast Highway is owned by the State. A Public Information Meeting was held on August 19, 2002 at City Hall. Comments were received and included into the current design. The project design was completed in January of 2003 Agenda Item 0 and staff had applied for a Caltrans encroachment pen The permit is expected to be obtained prior to start of construction. District 1 Council- member has asked staff to look into the possibility of also widening the northbound Seal Beach Boulevard right turn lane at Pacific Coast Highway. However, right of way is not available for this type of construction at this time. Four bids were received and opened by the City Clerk on Tuesday, June 22, 2004 as listed below: 1. R.J. Noble $530, 351.00 2. Palp Inc. $535,113.25 3. Sequel Contractors $589,869.00 4. Shawman $734,150.00 During the opening of the bids, Palp Inc. (dba Excel Paving Company) was initially announced as the lowest bidder. However, after examining each bid proposal and rechecking the bid items, it was discovered that R.J. Noble had actually submitted the lowest bid. Staff has reviewed all submitted bid documents and found the low bidder to be in compliance with contract documents. FISCAL IMPACT: Funds are currently available within the City's approved 5 -year Capital Improvement Program budget to construct these improvements under project number 49758. Measure M Intersection Improvement Project monies will provide $563,360. GMA #6 funds in the amount of $140,850 will also be used for the project. The total budget for the project including preliminary engineering, design, agency permitting, construction, construction management, and project management is $704,210. If the project is canceled by Council, then funds used for the design would have to be returned to OCTA. RECOMMENDATION: It is recommended that City Council award a construction contract for the Seal Beach Blvd. and Pacific Coast Highway Intersection Improvement Project (Project No. 49758) to the low bidder, R.J.
