Dancs, P.E., Director of Public Works /City Engineer SUBJECT: RECEIVE AND FILE - FACILITY CONDITION ASSESSMENT REPORT SUMMARY OF REQUEST: The proposed City Council action will receive and file the Facility Condition Assessment Report. BACKGROUND: The Department of Public Works, which maintains all City buildings and facilities, solicited and advertised a Request for Qualifications for firms to provide an independent Building/Facility Condition Assessment for its facilities. On its March 22, 2004 meeting, the City Council approved a contract with TEC Engineering Inc. for the assessment. On June 7, 2004, a presentation was made during the City Council budget hearing regarding the preliminary findings. The following City owned facilities were assessed: City Hall, Old City Hall, Police Station, City Yard Building, City Yard Garage /Shops, Library /Senior Center, Beverly Manor Water Station, Bolsa Chica Water Station, North S.B. Community Center, Marina Community Center, P.D. Safety Building, Lifeguard Headg Lifeguard Garage, Lifeguard Zero Tower, Beach Yard Building /l St. Garage, 1 t St/ Beach Facility, Zoeter School Building, Animal Shelter, Girl Scout House, Fire Station No. 44, and Fire Station No. 48. In addition, staff had the consultant also assess the Old Ranch Tennis Club. The results of the assessment have been compiled into the attached report. The project costs are summarized in section B and the detailed costs and narratives are presented in sections C and D of the report. The projects have been broken out into 2 categories; priority projects and backlog projects. The identified projects are similar to home inspection repairs, infrastructure repairs, upgrades to current codes and liability reduction. In most cases, these projects are not remodels or upgrade type projects. In addition, the consultant has prepared preliminary computer generated cost figures and programs for future ongoing maintenance and this will be evaluated in the coming year once priority and backlog projects are completed. Agenda Item In general, with the exception of the Zoeter School site, most City facilities are in good condition. Good condition is defined as repairs costing less than 30% of the building's construction replacement value. Fair is defined as repairs costing between 30% and 50% of the building's construction replacement value and poor and very poor are defined as repairs costing between 50% to 100% of the building's construction replacement value. For comparison purposes, the City's estimated construction replacement value is • approximately $18 million and a 10% value in deficiency projects would be $1.8 million still qualifying the facilities as good condition. The preliminary opinion of probable cost for the priority projects is $261,000 and $1,129,000 for backlog projects not including Zoeter School and the Old Ranch Tennis Club. Of the $55,000 in priority repairs for community centers and $167,000 in backlog projects for community centers, funding is available from the Proposition 40 Per Capita Fund and Roberti Z -berg fund totaling $286,684. However, these funds can only be spent on community centers or potentially used for park areas and other recreational uses. In addition, the $1,000 in Pump House priority repairs and $11,000 in backlog repairs can be funded by the budgeted water enterprise funds. This leaves $205,000 in priority repairs and $951,000 in backlog repairs as unfunded. At the July, 12, 2004 City Council meeting, staff will bring forward a resolution requesting a budget amendment for the $205,000 in unfunded priority repairs as it further refines some estimates as well as investigates the viability of repairing some of the facilities such as the Fire Department Racquetball Court. The preliminary opinion of probable cost for the Zoeter School site is $1,298,000 for priority repairs and $536,000 for backlog repairs. The estimated construction replacement value for the buildings is approximately $1.7 million and in comparison to the priority repairs and backlog repairs, the facility has a Facility Condition Index greater than 1. This indicates that the facility is in poor condition and its replacement value is less than the preliminary repair costs. In addition, staff will be conducting an asbestos study for this site in July of 2004 and this preliminary study is estimated to cost $7,000. The Old Ranch Tennis Club was also evaluated with this report. The preliminary opinion of probable cost for the Old Ranch Tennis Club is $98,000 for priority repairs and $179,000 for backlog repairs. This also will have to be evaluated by City Council once the facility is transferred to the City. FISCAL IMPACT: - $286,684 in Proposition 40 funds are proposed in the 5 -year Capital Improvement Program and can be used for repairs to the Community Centers. $12,000 in water facility repairs will be funded by the water enterprise fund. Staff will bring forward a resolution requesting a budget amendment for the $205,000 in unfunded priority repairs. In the near future, City Council will have to evaluate funding of the backlog costs, Zoeter School and the Old Ranch Tennis Club. No work will be perfonned unless adequate funding is available in the project budget. Sample Deficiency Photos Section E r Section A - Executive Summary ©epartrnent of Public Works Facility Condition Assessment Report CITY OF SEAL BEACH EXECUTIVE SUMMARY Introduction TEC Engineering (TEC), under contract with the City of Seal Beach, completed a Facility Condition Assessment Study (FCA) in May 2004, on 36 facilities within the City service areas. This FCA report presents a capsulated review of all facility systems and recommends deficiency corrective actions, along with short -term and long -term maintenance and repair recommendations. Deficiencies noted during the field inspection phase of the FCA are sorted into Work Packages (WP) which represent complete, executable projects intended to address problems with minimal impact on the occupant/mission. Facility Condition Index: The Facility Condition Index (FCI) assigns a fractional value between zero (0) and one (1), which represents the costs projected for deficiencies /repairs, divided by the Current Replacement Value (CRV) for each facility. The lower the fractional value, the better the facility condition, or vice versa. Typically, when these values reach (.70), which essentially means that costs equating to 70% of the CRV are needed to bring the facility up to a good level of functionality, a close look at whether or not to replace the facility with a current state -of -art facility is needed. Capsulated Overview of Facility Condition Assessment Findings The majority of the assessed facilities were found to be generally well maintained and adequate to their present missions, with deficiency related exceptions. Examples of significant deficiencies noted include: • The Zoeter School buildings were constructed in approximately 1948, and have had little in the line of upgrades and /or significant improvements over the years. These facilities were found to be in generally poor condition with FCI ratings ranging from .70 to .80. • The roofing system (decking) on the City Yard parking shelter is badly deteriorated and is soft in a few areas. This system is approaching a state of failure. • The Community Centers do not have any fire warning system. This poses a safety concern as the facilities are used for public meetings and in some cases child day care. The facilities should have a fire warning system added to include a fire alarm panel that monitors smoke detectors and pull stations with strobe lights. • The Racquetball Court interiors are in very poor condition, and the racquetball court itself has been heavily used and has not been maintained. Also the facility has signs of significant roof leaks. • There was shifting noted on some of the exterior panels on the Police Station. The panels have pulled slightly away from building. It would prudent to have a full structural engineering investigation conducted to determine the exact cause of the panel shifting; if the wall is likely to continue leaning; and to determine the best solutions to either prevent further movement or to restore the wall to its full upright position. • Exterior plywood siding on the Tennis Court Locker Room /Bath Facility and the Tennis Court Work -out Room is deteriorated and need to be replaced in their entirety. ES -2 Examples of other deficiencies noted include: • Instances in which the lighting systems were found missing or deteriorated and in need of repair /replacement. • Many buildings require painting, carpeting replacement, flooring tile repair /replacements, ceiling tile upgrades and repairs to doors. • A few facilities have ADA issues to be addressed. • Mechanical systems in a number of buildings require repair /replacement. Some of these are HVAC systems not in the current Cal -Air contract such as the Fire Station and Zoeter School. • A handful of electrical power panels within the facilities inspected require upgrade or replacement. • Life cycle repairs /replacement consideration needs were identified at most all facilities inspected. • Life safety system related repairs were found required in some of the facilities (examples -some of the smoke detectors serving the Library facility were found damaged; emergency egress lighting is provided by non - illuminated exit signs that are aged and broken in the S/B Community Center, etc). • Flashing at chimney on the Library Community Center is damaged and hanging loose. ES -3 Definitions and Abbreviations The following definitions and abbreviations may be used in this Facility Condition Assessment report: Deficiency A specific problem noted in one or more locations in a facility that requires corrective action. Work Package A grouping of like deficiencies or deficiencies that should be corrected at the same time for economic reasons or for minimization of workplace interruption. In 1989 part of the arcade that connects the main building to the council chambers was enclosed to become a conference room. The room was being used as an office during the 2004 assessments. About half of the original steel single - glazed window assemblies have been replaced with double - glazed aluminum window assemblies with operable sash to better take advantage of ocean breezes. The public restrooms outside of the Council Chamber were modified to comply with ADA requirements sometime after 1989. On the first floor, the Director's office was enlarged, but the plan otherwise remains as originally built. The interior of the second floor had some minor changes to the layout when one wall was removed between the Recreation office and the Clerical office, and when a partition wall was built between the Plan Check area and the Work Room. Evidence in the Work Room suggests that another partition was installed and later removed. The facility design is a Spanish Revival type, with a clay tile Spanish roof and dominant clock tower. The building has two distinct parts. The first part consists of a two -story main Administrative building with offices on both floors housing city officials, bill collecting groups, permit issuing, and other city- related functions. The second part is the Council Chamber, which has a two -story interior meeting room space and two public restrooms that are accessible from the arcade area connecting the Administrative building to the Council Chamber building. In addition to the arcade area, the two distinct building parts are connected by a balcony that has on open -air walkway and an office. The arcade provides entrance into both parts of the building and has an exterior stairway to the open -air walkway between the administrative portion and the Council Chamber to its north. At its south end, the Administrative building connects to the Cable TV building (the original City Hall); by an enclosed bridge that creates a second arcade area at ground level. The bridge section houses a conference room and a work room. It is probable that the building received its last major alteration shortly after the current city hall was completed in 1968. With the exception of the exterior walls and the steel windows assemblies, it is possible that everything else in the building has been modified several times. It is designed as a Spanish Revival type building with a decorative front and red clay tile roofs. The current building includes a main body with several additions located at the rear of the facility that maintain the original facade and window materials. On the upper level, a new dispatch room was built over the enclosed security port. Construction of the new dispatch room included extended the security port walls upward and using part of the lunch room for its access. The lunch room was enlarged by adding an enclosed glass room on the roof of the first floor's emergency generator room. Additionally, a wall and a pair of double doors were installed to close off the corridor to the Chief of Police's office. On the lower level, several changes were made to the detention section. The security port now the detention office that includes a vestibule to the detention area's enclosed yard. Several rooms have changed use. The original mug and print room is now a single cell. One corner of the kitchen was made into showers that are accessible from the corridor. The two visitor's rooms are now used for storage. The rest of the detention area and the rest of the lower level have not been modified since the building was completed in 1978. Facility Summary: The Police Headquarters building is a 21,984 square -foot, two -story structure that is built into a hillside. The exterior walls are load- bearing tilt -up concrete with an interior frame. The building houses administrative offices on the upper floor, including the detectives and dispatch areas.
