Director of Public Works /City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR SEAL BEACH BLVD. AND PACIFIC COAST HIGHWAY INTERSECTION WIDENING, PROJECT No. 49758 SUMMARY OF REQUEST: The proposed City Council action will approve the plans and specifications and authorize Staff to initiate the bidding process for the Seal Beach Boulevard and Pacific Coast Highway Intersection Widening Project No. 49758. BACKGROUND: In 1997, the City competitively applied for and secured Measure M Funding to improve the intersection at Pacific Coast Highway and Seal Beach Boulevard. Measure M Funding was allocated in FY 99/00 under the Intersection Improvement Program (IIP). The IIP program allocated a total amount for construction of $563,360.00 with a required match of $140,850.00 from GMA #6 for a total of $704,210.00. Monies from this program may only be used for these purposes and may be forfeited if the project is not completed. The project consists of widening Pacific Coast Highway at the intersection of Seal Beach Boulevard to improve traffic flow through the intersection. Work includes widening Pacific Coast Highway to three through lanes in each direction through the intersection at Seal Beach Boulevard, including reconstruction of curb, gutter, sidewalks, medians, traffic signals and other related facilities similar to the recently constructed Seal Beach Boulevard and Westminster Intersection Project. However, no additional turn lanes will be added because aright of constraints. The project work would begin at 14 Street and will continue southerly along Pacific Coast Highway for approximately 2,000 feet. Project design began in the spring of 2000 by W.G. Zimmerman Engineering. It required coordination with Caltrans design section since Pacific Coast Highway is a state highway. A Public Information Meeting was held on August 19, 2002 at City Hall. Comments received were included into the project design. The design was completed in January of 2003 and staff applied for a Caltrans encroachment permit at that time. Staff is now expecting to receive the Caltrans encroachment permit prior to the start of Agenda Item construction. Award of the project is expected in June of 2004 and construction should begin in early August 2004 and be completed by December 2004. FISCAL IMPACT: Funds are currently available within the City's approved 5 -year Capital Improvement Program budget to construct these improvements under project number 49758. Measure M Intersection Improvement Project monies will provide $563,360. GMA #6 funds in the amount of $140,850 will also be used for the project. The total budget for the project including preliminary engineering, design, agency permitting, construction, construction management, and project management is $704,210. If the project is canceled by Council, then funds used for the design would have to be returned to OCTA. RECOMMENDATION: Staff recommends that the City Council approve the plans and specifications and authorize Staff to initiate the bidding process for the Seal Beach Boulevard and Pacific Coast Highway Intersection Widening Project No. 49758.
