SUBJECT: REVISIONS TO PERSONNEL RULES AND
REGULATIONS FOR THE POLICE OFFICERS ASSOCIATION
AND POLICE MANAGEMENT ASSOCIATION
SUMMARY OF REQUEST:
That Council adopt the attached resolution approving revisions to the City's Personnel
Rules and Regulations for the Police Officers Association and the Police Management
Association.
BACKGROUND:
The City Council adopted Resolution #5107 approving the revised Personnel Rules and
Regulations for the Orange County Employees Association, Confidential, Supervisory,
Professional and Technical Employees and Management/Mid- Management Employees at
the February 24, 2003 City Council meeting.
As a result of the recent charter amendments and revisions to the Municipal Code relating
to personnel services at the time, staff had reviewed the Personnel Rules and Regulations
and found them to be outdated and not in conformance with current personnel practices
as well as state and federal requirements. The Rules and Regulations were redrafted in a
more modern format, adding additional information in some areas where there were
uncertainties and providing much more detailed procedures' and guidelines to the various
topics addressed by the personnel system. The revised rules also fully complied with the
Charter; areas that had been omitted in the 1983 Personnel Rules were then addressed
appropriately. Significant changes included recent changes in federal and state law
relative to the various leaves available to employees; such as Family and Medical Leave,
pregnancy related leaves, as well as educational/daycare leave. Additionally,
maintenance and care of personnel records were addressed.
The Personnel Rules and Regulations were adopted in fulfillment of the requirement of
Section 905 of the Charter. The purpose of the rules is to establish guidelines and
procedures in all personnel matters for all full -time classified positions.
At the time Council adopted the resolution, the Police Officers Association and the Police
Management Association were currently under a three -year contract and were not

covered under the resolution. The Rules and Regulations were presented to these units as
part of the contract negotiations that have since concluded. Both units have reviewed and
accepted the rules as proposed.
The Civil Service Board had already considered the revised Personnel Rules and
Regulations at their February 18, 2003 meeting and unanimously recommended Council
consider adoption of the revised Personnel Rules and Regulations.
FISCAL IMPACT:
No fiscal impact.
RECOMMENDATION:
With the adoption of Proposed Resolution # , Council will approve the revised
Personnel Rules and Regulations for the Police Officers Association and Police
Management Association attached as an exhibit to the Resolution.
