SUBJECT: ADOPT A RESOLUTION REGARDING FEDERAL
PARTICIPATION IN BEACH NOURISHMENT
SUMMARY OF REQUEST:
The proposed City Council action will adopt the attached Resolution No. which urges
Congress to reject all efforts to withdraw from or limit the federal government's role in our
nation's beach nourishment projects and to recognize that continued federal support is critical to
the sustained environmental and economic health of our coastal resources and communities.
BACKGROUND:
The American Shore and Beach Preservation Association (ASBPA) is urging all coastal
communities with an interest in beach nourishment to adopt and mail this resolution to members
of our congressional delegation. ASBPA believes that the White House Office of Management
and Budget (OMB) has produced an annual attack on the Federal Beach Nourishment Program.
OMB has made a "determination" that the periodic renourishment of beaches is a "maintenance"
function despite the fact that every single beach nourishment project authorized by Congress in
bills enacted into law over the past four decades has stated quite specifically that periodic
renourishment is an integral part of the authorized construction project.
If funding were eventually lost, the Sunset/Surfside renourishment project could be jeopardized.
Every five to seven years, the Army Corp Engineer's dredge sand and renourishes the beach in
front of Surfside that then feeds sand to other Orange County beaches down the coast. It is
important that coastal areas show their support that these continuation projects are necessary.
FISCAL IMPACT:
None at this time.
RECOMMENDATION:
Staff recommends that the City Council adopt the attached Resolution No. which urges
Congress to reject all efforts to withdraw from or limit the federal government's role in our
nation's beach nourishment projects and to recognize that continued federal support is critical to
the sustained environmental and economic health of our coastal resources and communities.
