SUBJECT: INTRODUCTION OF ORDINANCE NUMBER , AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA AMENDING CHAPTER 5.25 (AMBULANCE SERVICES) OF
THE SEAL BEACH MUNICIPAL CODE
SUMMARY OF REQUEST:
For City Council to introduce the attached ordinance amending Chapter 5.25 of the Municipal
Code establishing procedures and standards for ambulance transportation services within the
City.
DISCUSSION:
The City has previously delegated selection of its ambulance services to the Orange County
Fire Authority (OCFA). Medix Ambulance Service (Medix) has served as the County's
exclusive 911 emergency ambulance transport company for some time. In March 1998, based
on a competitive proposal process, OCFA unanimously selected Medix to continue as the
City's ambulance service provider. On March 22, 2001, OCFA approved a three (3) year
extension with Medix, commencing on July 1, 2001. The current Agreement will expire on
June 30, 2004. OCFA will take action on May 27, 2004 to extend the City's existing
agreement by two months in order to pursue a competitive bid process.
On behalf of member agencies, OCFA is currently in the process of reviewing proposals from
pre - qualified ambulance service operators for emergency ambulance transportation and
related services. The purpose of the competitive proposal process is to award new contracts
for all exclusive operating areas within OCFA jurisdictional areas.
To protect against legal challenges, OCFA's General Counsel has strongly recommended
each member city replace its current ambulance ordinance with an updated ordinance that will
provide consistent, system -wide language governing the authority for the setting of the
Advanced Life Support (ALS) rate, administration of the competitive process and award of

ambulance contracts. According to the OCFA, the City's existing ordinance is out of date and
susceptible to legal challenge by ambulance providers. The proposed ordinance more
accurately reflects the process that has been followed to select ambulance providers, both in
the past and currently. The ordinance must be updated, with the first and second readings
conducted in May or early June to allow the required thirty days for it to take effect before the
award of the new ambulance contracts in July by OCFA.
The City Attorney has reviewed the proposed ordinance language and recommends approval.
FINANCIAL IMPACT:
There is minimal fiscal impact associated with the recommended action.
RECOMMENDATION:
It is recommended that the City Council introduce:
"AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA AMENDING CHAPTER 5.25 (AMBULANCE SERVICES) OF THE SEAL
BEACH MUNICIPAL CODE ".
