SUBJECT: AWARD CONTRACT FOR THE CITY FACILITY
JANITORIAL MAINTENANCE
SUMMARY OF REQUEST:
The proposed City Council action will award a maintenance contract for Janitorial Services,
to the lowest responsible bidder, Coastal Building Services, Inc., in the amount of •
$120,000.00 and authorize the City Manager to execute the agreement.
BACKGROUND:
The Public Works Department issued a request for proposal for a new janitorial services
contract as approved by City Council on February 23, 2004. The request for proposals
requested that the contractor provide all labor, equipment, and material required to
perform the janitorial maintenance at the specified locations. The intent is v also to
. procure high quality maintenance that will result in attractive building appearance at all
times.
Currently, the Public Works Department maintains 9 facilities under the current contract.
The new contract will maintain the following 11 facilities:
• Marina Community Center
• North Seal Beach Community Center
• Mary Wilson Library Senior Center
• City Hall
• Public Works Corporation Yard
• Police Station
• Police Substation
• Lifeguard Building
• Pier Restrooms
• McGaugh Pool Restrooms
• Zoeter Field Restrooms

Five bids were received and opened by the City Clerk on Monday April 5, 2004 as listed
below:
1. Coastal Building Services, Inc. $ 84,512.00
2. The Resource Collection $ 95,783.00
3. S &S Building Maintenance, Inc. $ 102,012.00
4. Royal Crest Building Maintenance $ 115,170.00
5. Star Building Maintenance $ 130,006.20
The Department has reviewed the submitted proposal documents and found the low
bidder Coastal Building Services to be in compliance with the contract documents,
appropriate references and adequate work experience. The amount authorized by City
Council will also include $30,000 for the estimated paper goods cost and a 5%
contingency for special/extra cleanings such as during community events or higher beach
use.
The new contract also doubles the janitorial maintenance from two times per day to
four times per day at the Pier restrooms during the peak summer months due to the
community response regarding the condition of the restrooms. The Police and
Lifeguard Departments have also stepped up activities to prevent malicious mischief
from occurring. Should this combination of increased cleaning and more rigorous patrols
not be successful, options such as a full time restroom attendant or redesign of the
bathroom for a more open area should be considered by Council.
The contract will include the addition of maintenance of the Lifeguard Headquarters, -
Zoeter Field Restrooms and McGaugh Pool restrooms which were previously maintained
by part-time employees.
FISCAL IMPACT:
Funding is available within the General Fund under the Building/Facility Maintenance
Fund (052) within the Contract Professional Services Account (44000) in the amount of
$120,000 for this work. No cost savings are expected with the change of contract.
Rather, the contract will include new maintenance of the Lifeguard Headquarters, Zoeter
Field Restrooms, McGuagh Pool restrooms, and increased maintenance to the Pier
restrooms during the summer months.

It is recommended that the City Council award maintenance contract for Janitorial Services,
to the lowest responsible bidder, Coastal Building Services, Inc., in the amount of
$120,000.00 and authorize the City Manager to execute the agreement
