SUBJECT: AWARD MAINTENANCE CONTRACT FOR STREET
SWEEPING SERVICES
SUMMARY OF REQUESTS: .
The proposed City Council action will award a maintenance contract for street sweeping,
to the lowest responsible bidder, R. F. Dickson Co., Inc. in the amount of $54,517.02 and
authorize the City Manager to execute the agreement.
BACKGROUND:
The awarded maintenance contract for street sweeping services will retain the services of
R. F. Dickson Co, Inc. for both labor, materials and equipment necessary for the
sweeping/cleaning of approximately 3900 annual miles of street curbs and gutters within
the City.
Proposal were received and evaluated based on costs, work experience, references and
familiarity with small coastal communities. Contract sweeping is performed on a unit
price of per curb mile so the City would be able to use say the equivalent .7 of a street
sweeper. Some of the other benefits with contract services is no equipment maintenance,
lower capital costs, less downtime and equipment breakdown, decreased employee
liability, and increased storage area.
In addition, the new sweeping contract will meet the new requirements of the City's
NPDES permit as required by the January 18, 2002, the Santa Ana Regional Water
Quality Control Board Order No.R- 2002 -001. Street sweeping debris type, composition,
and quantity will be tracked in detail. The information is then reported as required to the
County of Orange on an annual basis for the City's annual Program Effectiveness Report.
The new contract is also compliant with several of the new Air Quality Management
District (AQMD) rules including Rule 1186 which requires that the sweeper be powered
by a natural gas engine and that the debris removal is compliant with a PM10 size.
Since currently Leisure World contracts with the City for street sweeping, they could
have their streets swept using the City's rate or contract with another service provider.

Upon award of the contract, a meeting will be scheduled with Leisure World facility
maintenance and R. F. Dickson Co., Inc. to discuss.
Three bids were received and opened by the City Clerk on Monday April 19, 2004 as
listed below:
1. R. F. Dickson Co., Inc. $54,517.02
2. Clean Street $80,768.12 .
3. Nationwide Environmental Service $99,535.68 1
Staff has reviewed the submitted bid documents and references and found the low bidder
to be in compliance with the contract documents.
FISCAL IMPACT:
Funds are available in the Streets Contract Services 001 - 044 -44000 in the amount of
$48,155. $38,000 is funded from the City's street sweeping fee, $6,000 can be
reimbursed from Caltrans for the sweeping of PCH and $4,155 is reimbursed from the
Golden Rain Foundation (Leisure World). In order to make up the difference between
funds available and the cost, the City will reduce the sweeping of arterials from weekly to
twice per month. In the event, that Leisure World decides not to use the City contract,
$4,155 will be deducted from the contract. .
RECOMMENDATION:
It is recommended that the City Council award a maintenance contract for street
sweeping, to the lowest responsible bidder, R. F. Dickson Co., Inc. in the amount of
$54,517.02 and authorize the City Manager to execute the agreement.
