SUBJECT: PART -TIME BEACH EQUIPMENT OPERATOR
SUMMARY OF REQUEST:
City Council (1) approve the classification of Part -Time Beach Equipment Operator, (2)
adopt Resolution No. establishing a salary level, and (3) authorize recruitment for
the position.
BACKGROUND:
In August of 2003, the Beach Crew Leader retired, and in December of 2003 a
Maintenance Worker also left. During the adoption of the FY02 /03 & 03/04 Budget,
Council imposed a citywide hiring freeze and required that full -time vacancies could only
be filled with council approval. These two positions have not been filled, and staff is
recommending the creation of a part-time position to assist in the beach cleaning
operation. During the recent winter months, full time staff from other divisions within the
Department cleans the beach as other duties allow. With the upcoming summer season,
modifications to this approach are recommended.
The raking and sanitizing of the beach is performed by operating the beach tractor.
Because of the subsequent noise and early crowds to the beach, there is a short window
of opportunity to perform this task. With the upcoming summer months, a part-time
position primarily dedicated to operating equipment will help maintain and potentially
increase service levels.
The Department would allocate a part-time equipment operator for four hours a day,
starting at 6:00 a.m., five to seven days a week during the eighteen weeks of the summer
season. This would be an increase from the three to five days a week it was raked' when
there were three full time employees. Since the work is seasonal by definition and is
performed early in the morning, weekends and holidays, it is more cost effective to
allocate resources using part time labor. Part-time employees can be allocated during
heavy use periods when they are needed rather than having full -time resources sitting idle
during non -peak months. During the other thirty -four weeks, it would be reduced to three
days a week and adjusted as necessary since the winter schedule is highly variable and
based upon storm clean-up needs.

Many factors affect the cleanliness of the beach, including littering by patrons and debris
upstream from the San Gabriel River. Utilizing a part time operator will increase the
frequency of raking and sanitizing. It is important to note that although increase
equipment operation will keep the beach cleaner, a major portion also requires labor
intensive "hand- picking" and is highly variable. Resources for this effort will be allocated
as needed and as budgeted by Council.
Other efforts to improve the appearance of the beach include adding additional trash cans
grouped in three's at the most popular areas of the beach. Contracting for additional
restroom cleaning, completing recent repairs to the pier and outsourcing of building
maintenance for the lifeguard facility have freed resources to concentrate on cleaning.
Additionally, the Lifeguard Department will continue to monitor areas and to enforce the
City's no litter ordinance on the beach.
FISCAL IMPACT:
This position will be funded through the existing budget 034 - 863 -40004 Part-time Beach
Maintenance account.
RECOMMENDATION:
It is recommended City Council (1) approve the classification of Part-Time Beach
Equipment Operator, (2) adopt Resolution No. establishing a salary level, and (3)
authorize recruitment for the position.
