Director of Public Works /City Engineer SUBJECT: AWARD PROFESSIONAL SERVICES AGREEMENT FOR WATER SYSTEM VULNERABILTY ASSESSMENT SUMMARY OF REQUESTS: The proposed action will authorize the City Manager to execute a professional services agreement for the amount of $15,000.00 to retain Risk Management Professionals, Inc. to complete a comprehensive vulnerability assessment. BACKGROUND: Because of its concern for water infrastructure the U.S. Congress in 2002 passed Title IV, PL 107 -188, The Public Health, Security, and Bioterrorism Preparedness and Response Act ( Bioterrorism Act) amending the Safe Drinking Water Act ( SDWA ). The SDWA now requires water systems between 3,300 and 49,000 population to complete a vulnerability assessment to the United States Environmental Protection Agency by June 30, 2004. Vulnerabilty assessments help water systems evaluate susceptibility to potential threats and identify corrective actions that reduce the risk of serious consequences from vandalism, sabotage, or terrorist attack. This assessment will take into account the vulnerability of the water supply, treatment, and distribution lines and operational procedures. The following are elements that will be included in the vulnerability assessment : 1. Characterization of the water system, including its mission and objectives. 2. Identification and prioritization of adverse consequences to avoid. 3. Determination of critical assets that might be subject to malevolent acts. 4. Assessment of the likelihood of such acts. 5. Evaluation of existing countermeasures. 6. Development of a prioritized plan for risk reduction. I FISCAL IMPACT: Funds are available in the 2003/2004 Water Enterprise Contract Professional Services Account 017- 900 - 44000. RECOMMENDATION: It is recommended that the City Council award a contract for the Water Systems Vulnerabilty Assessment in the amount of $15,000.00 to Risk Management Professionals Inc., and authorize the City Manager to execute the agreement.
