SUBJECT: AWARD BID FOR ANNUAL SEWERLINE CLEANING

SUMMARY OF REQUESTS:
The proposed action will award a maintenance contract for the Annual Sewer Line
Cleaning, to the lowest responsible bidder, National Plant Services in the amount of
$84,940.00 and authorize the City Manager to execute the agreement.
BACKGROUND:
The awarded Annual Sewer Line Cleaning contract FY 03/04 will retain the services of
National Plant Services for both labor, materials and equipment necessary for the
cleaning of approximately ± 155,000 linear feet of sewer lines and manholes within the
city once a year. This contract will also contain negotiated unit prices for cleaning of
"trouble spot " locations that necessitate a more frequent cleaning, and emergency call -
outs should an event happen. This will keep us in compliance with section III of the Seal
Beach Preventative Maintenance Program that was submitted to the California Regional
Water Quality Control Board, for the terms and conditions of Order No. R8- 2003 -0061.
Three bids were received and opened by the City Clerk on Monday April 5, 2004 as
listed below:
1. National Plant Services $84,940.00
2. Empire Pipe Cleaning & Equipment $89,800.00
3. United Storm Water, Inc. $156,186.00
Staff has reviewed the submitted bid documents and found the low bidder to be in
compliance with the contract documents.
The new bid prices of $0.22 per foot are double the current $0.11 per foot contract prices
in the existing contract. Recent regulations to avoid potential sewer spills have increased
these costs and research has shown that other Cities have also experienced these cost
increases. However, the Department has prepared for this increase cost by requesting

these allocations in the upcoming budget and costs will be re- covered by the additional
sewer maintenance revenue received from the recent water rate increases.
Proposal were received and evaluated based on costs, work experience, references and
familiarity with small coastal communities. Some of the other benefits with contract
services is no equipment maintenance, lower capital costs, less downtime and equipment
breakdown, decreased employee liability, and increased storage area.
FISCAL IMPACT:
Funds are available in the Sewer Contract Services 043 - 925 -44000 for the remainder of
, the year.
RECOMMENDATION:
It is recommended that the City Council award a contract for the Annual Sewer Line
Cleaning, to the lowest responsible bidder, National Plant Services in the amount
$84,890.00 and authorize the City Manager to execute the agreement.
