SUBJECT: AWARD MAINTENANCE CONTRACT FOR
TRAFFIC SIGNAL SERVICES
SUMMARY OF REQUESTS:
The proposed City Council action will extend the term for a maintenance contract for the
maintenance of City traffic signals to Signal Maintenance Inc., and authorize the City
Manager to the execute the agreement.
BACKGROUND: -
The awarded maintenance contract for signal maintenance will continue to retain the
services of Signal Maintenance Inc. for labor, materials and equipment necessary for the
routine maintenance of the City's 22 signalized intersections and 4 flashing intersections
within the City.
The purpose of this contract is to extend the term of the existing contract with Signal
Maintenance Inc., to inspect and maintain the City's traffic signals and signal system in
the City of Seal Beach. Signal Maintenance Inc., has been under contract with the City,
since October 2001 and is the company of choice for many other Southern California
cities including City of Fountain Valley, City of Newport Beach and the City of
Claremont. To date, the City has retained their services in the past for emergency signal
repairs and call -outs and their response and work has been acceptable. Signal
Maintenance Inc., offers experienced and trained technicians, laboratory testing and
repair of components, field repairs, modifications and testing, emergency call -outs, a
computerized maintenance tracking system, and routine system maintenance.
Currently, the signal system is maintained by one City electrian who also maintains the
electrical components of the City's water and sewer system. (In the recent past, there had
been two electrians who maintained the signal system.) With the increasing demands of
the water and sewer stations, the increased complexity of the signal computer systems,
software, fiber optics, and signal coordination, and the increase in liability for signals
systems, it is recommended that the system be contracted out to a fine for routine
maintenance and repairs.

It is also more cost effective to use a maintenance contractor whereas the cost will be
based on the actual needs assessed. The Public Works Department negotiated with
Signal Maintenance Inc., and evaluated costs, work experience, references and familiarity
with small coastal communities. Maintenance is performed on a monthly basis and every
component of each signal is tested. In addition, the contractor will continue to provide
emergency call -out services on an as needed basis. Some of the other benefits with
contract services is no equipment maintenance, lower capital costs, less downtime and
equipment breakdown, decreased employee liability, and increased storage area.
FISCAL IMPACT:
The proposed cost to maintain is $61 per month per intersection and funds are available
in the Streets Contract Services 001 - 044 -44000 account.
RECOMMENDATION:
It is recommended that the City Council extend the term for a maintenance contract for
the maintenance of City traffic signals to Signal Maintenance Inc., and authorize the City
Manager to the execute the agreement.
