SUBJECT: Amendment to Position Classification Plan/Salary - Senior
Planner Position
SUMMARY OF REQUEST:
To amend the Position Classification Plan to include the job description of Senior Planner
and to establish a salary range for the Senior Planner position.
BACKGROUND
The Department of Development Services has two professional positions within the
Planning Department, the Director of Development Services and the Associate Planner
positions. The Associate Planner position is an intermediate level, professional planner
position. The City also has an entry-level planning position job description, the Assistant
Planner, which is not a budgeted position at this time. The creation of a "Senior Planner"
job description and salary classification is requested to allow the department to be able to
promote an existing employee or hire a new employee at any of the various experience
and skill levels that are determined to be appropriate to meet the needs of the Department.
The Senior Planner position is the highest professional planning position that is a non -
Department head position, and would serve as the Department head in the absence of-the
Director of Development Services. Depending on the nature and complexity of the
anticipated work load of the Department at the time of hiring a new planner in the
department or considering re- classification of an existing employee due to demonstrated
capabilities and increasing responsibilities of an employee's job functions, it may be
necessary for the Director to recommend hiring at the Assistant, Associate, or Senior
Planner level.
The attached job description outlines the duties and responsibilities of the Senior Planner
position, as determined to be appropriate by the Director of Development Services.

At their meeting of April 1, 2004, the Civil Service Board reviewed the job description
and recommended that the City Council add the Senior Planner position to the Position
Classification Plan.
FISCAL IMPACT:
Only a single professional planner position below the Director of Development Services
would be authorized by the City Council as part of the City Council budget adoption
process. The cost difference between the Senior Planner position and the Associate
Planner positions is: $12,780. The salary range for this position will be set at 53B (Step
A $4963 - Step E $6033). This salary is within the county -wide average for this position.
The position would be exempt and considered part of the management group.
RECOMMENDATION:
That Council approve Resolution Number , adding the position of Senior Planner
to the City's Position Classification Plan and establishing a salary range for that position.
