MEETING DATE OF ARCHAEOLOGICAL
ADVISORY COMMITTEE
SUMMARY OF REQUEST:
Adopt Resolution No. , as presented or as amended based upon City Council
determinations regarding the ability of the Archaeological Advisory ' Committee to
determine an appropriate meeting date based on the detennination of the serving Committee
members. Receive and File Archaeological Advisory Committee Administrative
Directive 4 - Relating to Regular Meeting Day of the Archaeological Advisory
Committee. • -.-
BACKGROUND:
The Archaeological Advisory Committee currently meets on the first Wednesday after the
first Monday of even numbered months. This meeting schedule has become untenable to a
member of the Committee due to teaching commitments of that individual. The Committee
has determined-that it is appropriate to change its meeting day to the second Monday of the
even numbered months to accommodate the conflict.
Staff has prepared a Resolution and Administrative Directive for consideration by the
Committee, and the resolution and administrative directive was approved by the Committee
on April 7, 2004. The adopted resolution of the Committee recommends that the City
Council revise the current language in the City Council adopted resolution that established
the Archaeological Advisory Committee to require that the Committee meet during each
even numbered month, and allows the Committee to determine the appropriate meeting day
during the even numbered months by approval of an "Administrative Directive." This
process would allow the Committee to adjust its meeting day in the future to accommodate
the ability of the Committee members to attend the Committee meetings without having the
City Council revise its Resolution that establishes the Committee each time this may be
necessary. Future changes in the Committee meeting day would require approval by the
Agenda Item

EXCERPT OF THE ARACHAEOLOGICAL ADVISORY
COMMITTEE MEETING OF APRIL 7, 2004
1. CONSIDERATION OF RESOLUTION AND ADMINISTRATIVE
DIRECTIVE TO REVISE THE MEETING DATE OF THE COMMITTEE.
Recommendation: Approve proposed Resolution= and Administrative •
Directive with any amendments determined appropriate. Authorize forwarding -
of approved Resolution and Administrative Directive to City Council for
consideration. Receive and File Staff Report.
Member Vesely confirmed that the meeting day is to be changed from Wednesday to the
second Monday of each even - numbered month.. Mr. Whittenberg confirmed that this was
correct.
The Committee then considered the proposal for a 5:00 p.m. "meeting time. Member
Vesely questioned whether•meeting at 5:00 p.m. might present a problem for some of the .
members who work unti1_5:00 p.m. Member Dixon noted that he is having transportation
problems and might not be able to make the 5:00 meeting. Mr. Whittenberg stated that
beginning the meetings at 5:00p.m. before the 7:00 p.m. City Council meeting would
provide some extra time for discussion on agenda items. He explained that what the
proposed Resolution actually states is that the AAC can determine the date and time they
wish to meet through an Administrative Directive and not have to come back with a
resolution to present-to City Council. He recommended scheduling the next meeting for
5:30 p.m. and see if there are any problems with members getting to the meeting on time,
and if so, the Committee could then decide upon a later meeting time. He cautioned that
the meeting time should -also allow for " - members of the public to be able to attend if they
wish to do so. , The Committee agreed that the next scheduled meeting would be held on
June 14, 200,4 at 5:30 PM.

A RESOLUTION OF THE ARCHAEOLOGICAL
ADVISORY COMMITTEE OF THE CITY OF SEAL
BEACH, CALIFORNIA, RECOMMENDING TO THE
CITY COUNCIL AN AMENDMENT TO
RESOLUTION NO. 4186, TO CHANGE THE
REGULAR MEETING DAY FOR THE
ARCHAEOLOGICAL ADVISORY COMMITTEE ;
THE ARCHAEOLOGICAL ADVISORY COMMITTEE OF THE CITY OF SEAL
BEACH HEREBY RESOLVES:
WHEREAS, the Seal Beach City Council has adopted an "Archaeological and Historical
Element" of the General Plan on August 24, 1992; and
•
WHEREAS; the "Archaeological and Historical Element" requires a standing committee
designated as the "Archaeological Advisory Committee" to be appointed by the City
Council and such members shall serve without pay for a term not to exceed one (1) •
.. year, unless reappointed; and . .. . - -
WHEREAS, the City Council created an Archaeological Advisory Committee through the
adoption of Resolution No. 4186, on October 26, 1992; and
WHEREAS, the Archaeological Advisory Committee has met to consider various matters, and
has discussed the appropriateness of determining a regular meeting schedule; and
WHEREAS, the Archaeological Advisory Committee has determined that an amendment to City
Council Resolution No. 4186 to revise the regular meeting day of the Committee is
appropriate.
NOW, THEREFORE, BE IT RESOLVED, the Archaeological Advisory Committee of the
City of Seal Beach recommends that the City Council consider an amendment to City Council
Resolution No. 4186, revising Section 12(a), to read as follows:

RELATING TO REGULAR MEETING DAY
OF THE ARCHAEOLOGICAL ADVISORY COMMITTEE
1. PURPOSE
To establish the regular meeting day of the Committee.
•
2. DETERMINATIONS
2.1 The regular meeting day of the Archaeological Advisory Committee shall be
the second Monday of each even - numbered month.
2.2 The Committee may adjourn meetings in accordance with the provisions of
City Council Resolution No. 4186, Section 12.
2.3 A change in the regular meeting day of the Committee shall require a
majority approval of the Committee to revise this Administrative Directive.
2.4 Any future change in the meeting day of the Committee shall be forwarded
to the City Council and the City Clerk for information.
