Director of Public Works /City Engineer SUBJECT: AWARD BID FOR ANNUAL PAVING REHABILITATION FY 03/04 PROJECT NO. 50172 SUMMARY OF REQUESTS: The proposed action will award a construction contract for the Annual Paving Rehabilitation FY 03/04, Project No. 50172 to the lowest responsible bidder, Ruiz Engineering Company in the amount of $129,995.60 and authorize the City Manager to execute the agreement. BACKGROUND: The awarded Annual Rehabilitation FY 03/04 (Project No. 50172) project will rehabilitate the pavement on Caravel Way from Corsair Way to Marina Drive, Clipper Way from Electric Ave. to Caravel Way, and Corsair Way from Schooner Way to Caravel. The work will consist of grinding the edges of pavement adjacent to the curb, applying a leveling course, placing a rubberized chip seal, and then placing a layer of rubberized asphalt. The project will also replace the pavement in the parking area in front of the Marina Community Center and'minor concrete repairs. This local street was next on the priority ranking list in the pavement management system as approved by Council during the FY 02/03 budget workshops and the Council adoption of the last update to the Pavement Management System on August 12, 2002. Priority ranking is based upon the condition of the pavement and the amount of traffic the streets receive. During the preparation of the next two -year program of service and submittal which is to be done in June 2004, staff will present to Council for approval the next update to the pavement management system which will determine next year's local paving projects as well as the overall priority ranking list. Staff will hire a specialty pavement management firm to evaluate the condition of the streets. These updates are done every two years since the condition of the streets and funding levels are not static. Item F Seven bids were received and opened by the City Clerk on Tuesday, February 24, 2004 as listed below: 1. Ruiz Engineering Company $129,995.60 2. All American Asphalt $139,139.00 3. Griffith Company $139,799.00 4. Palp, Inc, dba Excel Paving Co. $142,997.50 5. Terra Pave, Inc. $147,294.50 6. RJ Noble Co. $147,680.00 7. Silva Construction, Inc. $152,553.50 Staff has reviewed the submitted bid documents and found the low bidder to be in compliance with the contract documents. FISCAL IMPACT: Funds in the amount of $150,000 are available in the 2003/2004 City's Capital Improvement Program from State Gas Tax which includes construction and construction inspection. Any remaining funds would be reprogrammed for next year's street program as approved by City Council. RECOMMENDATION: It is recommended that the City Council award a construction contract for the Annual Paving Rehabilitation FY 03/04, Project No. 50172 to the lowest responsible bidder, Ruiz Engineering Company in the amount of $129,995.60 and authorize the City Manager to execute the agreement.
