AGENDA REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Ross Pounds, Lifeguard Captain
SUBJECT: MARINE YEARLY LIFEGUARD POSITION
SUMMARY OF REQUEST
That council approve and authorize the position of Marine Yearly Lifeguard.
BACKGROUND
The following Marine Yearly Lifeguard position is to be funded in part by the Junior
Lifeguard Program revenues and part- time /Junior Lifeguard Director wages. An increase
in program participants this past year to 300 and the raising of fees eighty dollars per
participant for the 2004/05 fiscal year will increase revenue to pay for this additional
position. The increase in fees remains less or comparable to surrounding programs. This
is an opportunity to gain full -time staff and ensure the continued success of this program.
Primary responsibilities for this position will include Junior Lifeguard Director for the
summer season and Lifeguard Department operations for the off - season. The addition of
a full -time lifeguard will also offset Junior Lifeguard Director and part-time wages.
FISCAL IMPACT
There is no fiscal impact to the General Fund. With the retirement of the Chief of
Lifeguards, the current budget will sustain a Lifeguard Captain and two Marine Yearly
Lifeguards. For the budget 2004/05 and 2005 /06, the cost per Marine Yearly Lifeguard is
$63,829.83. The additional full -time Lifeguard will offset Junior Guard Director and
part-time wages in the amount of: $36,118.80 = ($6,220.80 JG Director / $29,898.00
part- time). This full -time position will require funds from the Junior Lifeguard Program
budget in the amount of: $27,771.03. This position can be fully funded and sustain the
current Junior Lifeguard Program and reduce the part-time budget for the next two fiscal
years.
