ANNUAL APPOINTMENTS 2011
SUMMARY OF REQUEST:
Review and make appointments to the expired terms or vacant positions on 2011
Boards, Commissions, and Committees for the City of Seal Beach. Review and
discuss the staff recommendation.
BACKGROUND:
Each Council Member will make their appointments to expired terms or vacant
positions of the various Boards, Commissions, and Committees.
Current list of all Boards, Commissions, and Committees: Archaeological
Advisory Committee, Board of Appeals, Citizens Participation Committee (H /CD
Projects), City Tree Advisory Board, Department of Water and Power Advisory
Committee, Environmental Quality Control Board, Planning Commission, Project
Area Committee, Recreation and Parks Commission, Seal Beach Cable
Communications Foundation, Ad Hoc General Plan /Local Coastal Plan Citizens
Advisory Committee, and Ad Hoc Seal Beach Redistricting Committee.
Staff is suggesting that three boards /committees be sunset as follows:
• Board of Appeals
• Citizens Participation Committee (H /CD Projects)
• Project Area Committee
The functions of these boards /committees have been delegated to another body,
or the purpose for which the group was created is no longer necessary.

FINANCIAL IMPACT:
No impact at this time.
ANALYSIS:
Board of Appeals
The Board of Appeals was originally created in 1967 to hear building construction
appeals related to the Uniform Building Code. Under the 2010 Building Code,
Ordinance No. 1600, the City Council serves as the Board of Appeals. Therefore
a separate Board of Appeals is not necessary.
Citizens Participation Committee (H /CD Projects)
This Committee was established in 1982 to review and recommend projects to
be funded through the federal Community Development Block Grant (CDBG)
Program. Many small cities that originally had these committees disbanded
them. They were disbanded because the CDBG budget allocation was so small
and there were very few projects. CDBG projects must be approved by the City
Council at a public hearing. As part of the hearing process the City Council
gathers public input. Staff believes this committee is redundant and unnecessary.
Project Area Committee (PAC)
The PAC was originally created in 1975 and reorganized in 1983. According to
California Redevelopment Law (Health & Safety Code Section 33385) a PAC is
required only if: 1) the project area has a "substantial" number of low and
moderate income persons and the Agency will acquire any residential property;
or 2) a "substantial" number of residents will be displaced through a public
project. The Seal Beach Redevelopment Agency has no condemnation authority
and cannot acquire property. Further, the Agency has not displaced any
residents as a result of a public project; therefore, a PAC is not required under
State law. Staff recommends that the PAC be disbanded.
City Tree Advisory Board (CTAB)
This Board was formed in September 1996 (Resolution No. 4500). The City
Council is committed to ensuring that our community continues to realize the
benefits provided by urban forestation. The City Tree Advisory Board is advisory
to the City Council and consists of up to five (5) voting members. Each City
Council member can appoint one representative to the Tree Advisory Board.
The board members are comprised of citizens with an interest in the City's Urban
Forest, whom have an interest, knowledge or expertise in the physical and
aesthetic environment of the City. The Director of Public Works shall provide
staff support to the City Tree Advisory Board, shall appoint a Tree Manager, and
shall call the meetings as deemed necessary.

RECOMMENDATION:
That the City Council sunset the Board of Appeals, the Citizens Participation
Committee (H /CD) Projects), and the Project Area Committee, extend the term of
the AdHoc General Plan /Local Coastal Program Citizens Advisory Committee to
December 2012, and approve the structure and purpose of the City Tree
Advisory Board.
Review the attached list and approve the appropriate appointments.

BOARDS and COMMISSIONS
ARCHAEOLOGICAL ADVISORY COMMITTEE
The Archaeological Advisory Committee was created pursuant to the requirement of the
Archaeological and Historical Element of the General Plan that a standing committee
be so designated. The Committee is advisory to the City Council with regard to the
protection and preservation of the City's unique heritage, including archaeological and
historical resources within its boundaries. The Committee consists of five (5) voting
members appointed for a term of one (1) year with provision for reappointment.

BOARD OF APPEALS
First formed in 1967 for the purpose of hearing appeals of property owners and to act
upon matters pertaining to building construction in the City. (See Uniform Building
Code Sec. 105)
CITIZENS PARTICIPATION COMMITTEE
This Committee was formed in June, 1982. The primary purpose of the committee is to
review and recommend beneficial projects to be funded through the
Housing /Community Development Block Grant Program.

DEPARTMENT OF WATER and POWER ADVISORY COMMITTEE
As called for by the Department of Water and Power Specific Plan, the D.W.P. Advisory
Committee was established in January, 1983, is comprised of five members appointed
by the City Council, one member of the San Gabriel Parks Society, and one member
representing the Seal Beach Chamber of Commerce. The term is unspecified.

ENVIRONMENTAL QUALITY CONTROL BOARD
The Environmental Quality Control Board was established October, 1970 and consists
of five (5) members serving terms of four (4) years. Created to meet and cope with
environmental and pollution problems facing the City and its inhabitants. (See
Municipal Code Chapter 3.10)

PLANNING COMMISSION
The Seal Beach Planning Commission was established November, 1949. Term of
appointments to the Commission is for a term of four (4) years. (See Municipal Code
Chapter 3.10)
PROJECT AREA COMMITTEE
Committee formed in July, 1975 under California Redevelopment Law and consisted of
twenty -one (21) members. The Committee reorganized in July 1981 and the January,
1983 approved Rules and Regulations provide for a nine (9) member committee
composed of persons within the Project Area boundaries who are residential owner -
occupants, residential tenants, business persons and /or members of existing
organizations.
RECREATION AND PARKS COMMISSION
This Commission was established in May, 1955 and reactivated in 1970. The
appointments to the Commission are for a term of four (4) years. The Commission acts
in an advisory capacity to the City Council and Director of Recreation and cooperates
with other governmental agencies and civic groups in the advancement of sound parks
and recreation planning and programming. (See Municipal Code Chapter 3.10)
SEAL BEACH CABLE COMMUNICATIONS FOUNDATION
The Seal Beach Cable Communications Foundation, a California Nonprofit Public
Benefit Corporation, was created in 1984, organized primarily for the purpose of
fostering and promoting civic advancement through activities related to cable
communications, community promotion, and other appropriate public services. The
Foundation consists of a five (5) member Board of Directors appointed by the City
Council for a term of two (2) years. (Reference Cable Franchise Agreement, Articles of
Incorporation and By -Laws)
AD HOC GENERAL PLAN /LOCAL COASTAL PLAN CITIZENS ADVISORY
COMMITTEE
Purpose is to serve as the core group to work with the consultant team in review and
development of the draft General Plan and Coastal Land Use Plan documents. The role
of the committee will be to review and comment on proposed updated drafts of
individual elements. Adopted General Plan December 2003. TERM: December 2010;
MEMBERSHIP: Consist of fifteen (15) members: one City Council member, one
Planning Commission member, one Environmental Quality Control Board member, City
Council shall appoint two (2) community members at large, each Councilperson shall
have two (2) appointments to the Committee and shall have the discretion to appoint two
(2) alternates, and those appointments need not reside within the appointing
councilperson's district but must reside in the City of Seal Beach. The additional Council
appointments shall not result in a quorum of the City Council, Planning Commission, or
Environmental Quality Control Board sitting on the GP -LCP Committee. (Reference
Resolution No. 5852 — March 23, 2009)
