SUBJECT: AWARD OF PROFESSIONAL SERVICES CONTRACT:
DRAINAGE PUMP STATION MAINTENANCE
SUMMARY OF REQUEST:
The proposed action will award a maintenance contract for the inspection and repair of the City
owned storm water and water pump stations to Vaughan's Industrial Repair Co., Inc. and
authorize the City Manager to execute the agreement.
BACKGROUND:
As a part of the Preliminary Design Report for the West End Pump Station project which was
received by City Council on September 9, 2002, the City has pursued a maintenance contract for
the removal, inspection and repair of the existing storm water pumps located at the West End
Pump Station. This project is one part of the several phase pump station project. Both existing
natural gas engines at the station have been reconditioned and are in operation. The
environmental documents for the construction of the new pump station are currently being
processed and are expected to be completed by this summer. In addition, the City Council
approved the plans, specifications and estimate for the low flow dry weather Urban Run -off
Diversion System Project which pumps low flow urban run -off waters into the sanitary sewer
system on its February 10, 2004 meeting.
The purpose of this contract is to retain the firm of Vaughan's Industrial Repair Co., Inc. to
inspect and maintain storm water and water pumps in the City of Seal Beach. At the West End
Pump Station, the contractor will pull the existing pumps with a pulling rig, video inspect the
column, shaft and casing, make repairs to the pump and shaft as necessary and reset the pump.
Since, the extent of the pump repair can not be determined without pulling of the pump, it is
more cost effective to use a maintenance contractor whereas the cost will be based on the actual
needs as assessed by the video and visual inspection.
Proposals were requested from maintenance service providers for the project. Vaughan's
Industrial Repair Co., Inc., emerged as the top candidate with highest ranked qualifications,
related experience in these types of projects, and cost effective schedule. Vaughan's Industrial
Repair Co., Inc. comes recommended from various other public agencies, and are currently

performing work for agencies in Orange County. Their firm can perform the work immediately
within the budget set forth in the approved Capital Improvement Program and the Engineering
Division's internal budget.
The first pump to be inspected will be the West End Pump Station. It is imperative that the well
be inspected during the spring, after the rainy season to allow time for the long lead time that
may be required for certain pump parts.
FISCAL IMPACT:
Funds in the amount of $2,300,000 were budgeted in the City's Capital Improvement Program
from the City's Redevelopment Agency. To date the City has expended $180,000 for the engine
repairs and station improvements including engineering and the Preliminary Design Report. In
addition, $400,000 has been allocated towards the urban run -off diversion project. The estimated
construction cost for the rehabilitation of the two pumps is $100,000. The remaining balance will
fund the environmental review process, design, construction and inspection of the new pump
station.
RECOMMENDATION:
It is recommended that the City Council award a maintenance contract for the inspection and
repair of the City owned storm water and water pump stations to Vaughan's Industrial Repair
Co., Inc. and authorize the City Manager to execute the agreement.
