SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR
WEST END PUMP STATION URBAN RUN -OFF
DIVERSION PROJECT No. 50050
SUMMARY OF REQUEST:
The proposed City Council action will approve the plans and specifications and authorize
Staff to initiate the bidding process for the West End Pump Station Urban Run -off
Diversion Project No. 50050.
BACKGROUND:
As a part of the Preliminary Design Report for the West End Pump Station,project which
was received by City Council on September 9, 2002, the design is complete for the low
flow dry weather Urban Run -off Diversion System Project which pumps low flow urban
run -off waters into the sanitary sewer system. This will improve local water quality and
is consistent with the City's Storm Water Master Plan.
The project will consist of a 3- horsepower, 120 gallon per minute submersible pump; fl-
inch metering facility; and 500 -feet of discharge pipe, installed within the existing double
reinforced concrete box storm drain. A permit from the Orange County Sanitation
District for the connection of the diverted flow is being pursued at this time and is
expected to be issued prior to the completion of the project construction.
Both existing natural gas engines at the station have been reconditioned and are in
operation. The rehabilitation of the pumps will take place in late spring after the rainy
season and a separate report will be brought to the City Council. The environmental
documents for the construction of the new pump station are currently being processed
and are expected to be completed by this summer.
The plans and specifications were completed by AKM Consulting Engineers. Award of
the project is expected in April of 2004. Construction should begin in May 2004 and be
completed by October 2004.

FISCAL IMPACT:
Funds in the amount of $2,300,000 were budgeted in the City's Capital Improvement
Program from the City's Redevelopment Agency. To date the City has expended
$180,000 for the engine repairs and station improvements including engineering and the
Preliminary Design Report. The estimated construction cost for the Urban Run -off
Diversion Project is $400,000. The remaining balance will fund the environmental review
process, design, construction and inspection of the new pump station. Staff was not
successful in securing grant funds for this project through the County, Proposition 13,
Proposition 40, and the Rivers and Mountains Conservancy. However, staff will
continue to apply for grant funds for similar water quality improvement projects.
RECOMMENDATION:
It is recommended that the City Council approve the plans and specifications and
authorize Staff to initiate the bidding process for the West End Pump Station Urban Run -
off Diversion Project No. 50050.
