Bahorski, City Manager FROM: Pamela Arends -King, Director of Administrative Services /Treasurer Mac Cummins, AICP, Associate Planner /Special Projects Manager SUBJECT: Budget Amendment for Acquisition and Installation of 'Parking Meters and For Collection of Coin and Maintenance of Parking Meters SUMMARY OF REQUEST: Staff requests City Council approve budget amendment 04 -21 for the acquisition and installation of parking meters along Main St., and on the non - residential area of Ocean Ave., Central Ave., and Electric Ave. up to the alley between Main St. and 8 St. and Main St. and 10 St. Staff also requests City Council approve service agreement with AMPCO Parking Systems to provide full - time coin collection and maintenance of the parking meters upon review of City Attorney and authorize City Manager to sign the agreement. BACKGROUND: To enhance parking management and revenue to the City, a parking meter study was brought before council September of 2002 and after acceptance by the City Council was submitted to the California Coastal Commission and approved. The City will be purchasing 320 meters. The location of the meters includes the parking lots along Main Street and the commercial sections of Ocean, Central, and Electric Avenues. Total cost of acquiring the meters, change machines, extra maintenance supplies and installation is estimated not to exceed $178,960. This cost includes the replacement of the 76 obsolete meters located in the parking lots along Main Street of $30,400. The meters will take coin and preprogrammed "parking cards ". Change machines will be available at 2 separate locations on Main St. and the "parking cards" will be available at City Hall in the Finance Department. Residents and visitors can purchase the amount of parking they wish to pay for and use the cards in the meters. The cards are rechargeable and the person can bring them back to the Finance Department and acquire more parking time to use in the meters. The meters have a two -year warranty and annual replacement costs and supplies are not expected to exceed $6,000 per year. elb fie. 40 Agenda Item I 6 Q Q 7' 90101 The parking meters will be purchased from POM, who is the leading manufacturer of parking meters which have been installed in coastal communities. Staff visited Huntington, Redondo, and Laguna Beaches respectively to inspect the various mechanisms installed in those cities. All three cities emphatically supported the POM meter as being the most conducive to a salt air environment. The meters which will be installed will be 2 meter heads per pole, and will be made with the most up to date technology for parking meters. They will red in color when the time has expired, and will accept coins as well as parking cards. This technology was approved by Council in lieu of other alternative parking management types in 2002 when the Council directed staff to proceed with the parking management program and apply to the California Coastal Commission for a Coastal Permit. The parking fee will be $1.00 per hour and the meters will operate from 8 AM to 6 PM seven days a week. Original estimated revenues for 35% occupancy rate was $379,260 annually and at 50% occupancy rate the annually revenue was estimated at $541,800. After speaking with other professionals in the parking industry staff has determined the meters will probably be at 50% occupancy rate and up to 80% occupancy rate during the summer months therefore annual revenues generated from parking meters could average at least $650,000. Annual costs to maintain and operate the meter is expected to average $68,000, therefore estimated net annual revenues the parking meter revenue will generate for the City will be $582,000. The meters are expected to be installed and operating by the end of April 2004, therefore staff estimates revenues generated for the last two months for fiscal year 2003/04 will be $90,000 based on a 30% occupancy rate. The cost of purchasing and installing the meters should be recovered by parking meter revenue within four months of operation. Estimated revenues for the first twelve months of operation net of purchase, installation and maintenance is expected to be $471,310, which will be used to replenish the General Fund's undesignated fund balance for the start-up costs associated with implementing the parking meter program. Additionally, the City will conduct marketing and outreach programs to help explain the parking meters. This will most likely happen through ads in the Sun newspaper and flyers to be distributed. The cost for this is estimated to be $5,000. The City will contract the daily maintenance /cleaning of the meters and the counting and banking of revenue with AMPCO Parking Systems. AMPCO will provide this service Wednesday through Monday and alternate days off on Tuesdays and Wednesdays. The coins will be counted at the City Hall and placed in a secure environment and picked up daily with the armored car service the City uses. Revenues deposited will be reconciled with the revenues reported from the meters audit trail. Total cost for AMPCO's service is $4,629 per month. (See attached information on AMPCO Parking Systems.) FISCAL IMPACT: The purchase, installation and maintenance of the parking meters will be funded by the General Fund's undesignated fund balance. Total costs for purchase, installation, initial marketing and maintenance for fiscal year 2003/04 is $196,360. Total increase in parking meter revenue for fiscal year 2003/04 is $90,000, therefore the total decrease in General Fund undesignated fund balance is $106,360. The decrease of $106,360 of undesignated fund balance will be replaced within the first four months of fiscal year 2004/05 in parking revenue. The General Fund's Agenda Item Tri -State Meter, Inc.
