Dancs, Director of Public Works /City Engineer SUBJECT: RECEIVE AND FILE: SPECIFICATIONS FOR A WASH RACK SUMMARY OF REQUEST: Receive and File. BACKGROUND: The Clean Water Act (officially known as the Federal Water Pollution Control Act Amendments of 1972) was passed into law to restore and maintain the chemical, physical, and biological integrity of the Nation's waters, and where attainable, to achieve a level of water quality that provides for the protection and propagation of fish, shellfish, and wildlife, and for public recreation in and on the water. The first goals of the Clean Water Act are zero discharge of pollutants and the protection of "fishable /swimmable" water quality. Since 1993, the City has been a co- permittee with the County of Orange to meet the requirements of the various regulations associated with the Act. After each permit renewal, the City is required to continue to implement storm water quality management programs and develop additional programs in order to control pollutants in storm water discharges. On January 18, 2002, the SARWQCB adopted Order No.R- 2002 -001 entitled "Waste Discharge Requirements for the County of Orange, Orange County Flood Control District, and the Incorporated Cities of Orange County within the Santa Ana Region Area Urban Storm Water Runoff Orange County" known as "the Permit ". As part of the permit, the City must make certain that none of its facilities are in violation of the permit requirements. The City's Maintenance Yard ( "Yard ") is treated as an industrial facility within the permit and all wash water from vehicles or equipment must be collected and properly disposed. The Yard's current wash rack system is in need of replacement and major upgrade. The Department investigated various options and determined it would be more cost effective to purchase an "off the shelf' unit. The system would need to accommodate large vehicles and equipment of the Department. Additionally, the specifications require that the unit be movable, pre -filter and treat wash water collected in the system so that it is acceptable for discharge into the sewer as well Agenda Item P as mud and oil separator filtering systems. The water used would also be recycled and aid in the City's water conservation efforts. After request for proposal is circulated, a contract for purchase will be brought forward in the spring. The system is expected to cost $70,000 and funds are available within the Council approved Capital Improvement Program specifically for storm water quality upgrades to the Maintenance Yard for compliance with the permit. TECHNICAL SPECIFICATIONS Bidders must return the original or a photocopy of this form and make an entry for each item in the space provided to the right, indicating conformance to the specification. Use additional paper if needed. The City reserves the right to reject any bid proposal that does not conform to this requirement. Pressure washer must carry ETL certification label Filtration Chamber A Must be located remotely from containment area. Simple one button operation with automatic shut down for full filter. 1. Contains two (2) 8" x 30" Patented RPA- Process Systems Zero - Bypass Stainless Steel Filter housings with: Patented R -P Products Certa -Seal® Bags or equivalent. Must have stainless steel filter housings due to corrosive environment. Each housing is certified to a minimum of 125 PSI. 2. Continuous ozone injection and re- circulation system. Ozone injection must use high diffusion direct injection system and Corona Discharge Ozone generator or equivalent, with minimum output of 1.5 Grams /hour 3. Two HP Siemens Motor with Nash -Elmo regenerative blower /suction pump or equivalent with minimum 85" lift and 100 SCFM. Includes vacuum relief port and maximum 1 micron air filter, 25000 hour rating and less than 75 dB operational levels. System MUST utilize vacuum lift pick up. No systems will be accepted that utilize sump pumps to transfer water from wash rack. 4. All Welded Stainless Steel construction with fork pocket skid base. Entire housing must be 304 Stainless Steel with polished finish for corrosive environment. All TIG welded construction. 5. Internal mud /oil separator with minimum 149 gallon clarifying chamber. 6. NEMA 4 electrical enclosure and components. All motors must be individually fused and protected from power surge and thermal overload. All components and wiring must be in compliance with UL1776 standards. A complete wiring schematic with component listing and certifications (UL, CE, and ETL) must be supplied with bid specs. 7. Stainless steel Z- plate® separator coalescer or equivalent with all stainless steel and 120 sq. ft surface area min. 8. Belt type stainless steel oil skimmer operating at a minimum of 1 GPH. 9. Internal polypropylene oil filter. 10. PLC controlled oil skimmer and all pumps with real time clock and integrated safety /overpressure regulation with indicator light and LCD troubleshoot display Hour Meter for system operation. 18 I/O PLC controlled for custom software with day /date /time pre - programmed and simple to update chip based program from Allen Bradley. 2 CITY OF SEAL BEACH "WASH RACK SYSTEM, MODULAR, RO SYSTEM" 11. High pressure and overfill protection. 12. All hoses and accessories required for operation. 13. 0- bypass absolute filtration to a maximum of 5 microns. 14. Minimum 200 gallon settling reservoir capacity with a 1.5 cu.ft. minimum oil absorbing media filter. 15. 1 HP Goulds high flow filtration pump or equivalent 16. Water Storage Tank 1. Minimum 300 gallon polypropylene bottom water storage tank with gallon markings and dual outlet including brass ball valves, PVC valves and tanks are NOT acceptable. Steel Racks 1. Overall length of the wash rack shall be a minimum of 18' (feet) Overall width of the wash rack shall be a minimum of 17' (feet) 2. Minimum 15,000 Ib. Wheel Load bearing capacity. No electrical devices or pumps on or in containment racks. No water reservoirs may be incorporated into the containment racks. System must pump racks dry at conclusion of each wash event. Multiple debris trapping screens and easy clean -out provided by grating removal. System must accommodate expansion or relocation of racks without welding. All bolt together construction must be water tight. Smooth diamond plate top surface with no surface grating. 3 CITY OF SEAL BEACH "WASH RACK SYSTEM, MODULAR, RO SYSTEM" 3. 8' x 6' all steel construction with fork pockets in 3 sides, in 17" x 24' configuration. 7" overall height with 1" x 3" bar grating & diamond plate top. No surface grates with gapped grating will be accepted to prevent trapped wheels or feet on cleaning surface. NO wash rack height over 9" will be acceptable as per OSHA regulations 4. Low angle approach ramps with diamond tread surface and bolt on construction for drive on and off of wash rack. Wash Rack Walls 1. Walls must be permanently attached to wash rack structure Walls shall run the length of the wash pad on two sides Walls shall be 6' in height Walls must be galvanized steel panels with steel support structures Reverse Osmosis System 1. All systems will be controlled from single remote box in wash bay Single point of operation control box with the following controls Wash 1- Hot Water /Pressure Washer Rinse -Low pressure /Cold RO Spot free rinse Wired solenoid switch to control spot free rinse Hose Reel Station 1. (2) Two wall mount hose reels. Reels shall be mounted side by side on galvanized wash rack wall. Hose reel #1 shall be rated at 3,000 psi/ hot water for wash line and filled with 50' single wire pressure hose rated for 3,000 psi 240F with insulated gun, 15" wand, and 40 degree spray nozzle. Hose reel #2 shall be rated at 3,000 psi /cold water for RO rinse line and filled with 50' single wire hose rated at 3,000 psi cold water with insulated gun, 15" wand, and 40 degree nozzle. Both hose reels shall be equipped with replaceable brass swivel, brake, and locking pin. Both hose reels shall have a wand holder mounted beside the hose reel for holding wand and gun. All Necessary Plumbing 1. Vendor responsible for all interconnecting plumbing between system components and from filtration equipment to sanitary sewer discharge point. Installation and Training 1. Vendor responsible for installation of all equipment and original setup. City or assigned contractor will provide all necessary electrical disconnects and conduit runs for remote control box. City will provide water bibs for connection to the system and sanitary sewer discharge port within 3' of discharge location. Vendor responsible for all interconnecting plumbing between system components. 2. Vendor responsible for training of City personnel on use and maintenance of equipment. Vendor will provide (2) training sessions with written manuals (4) provided at time of training 5 CITY OF SEAL BEACH • "WASH RACK SYSTEM, MODULAR, RO SYSTEM" Manuals 1. Minimum Four (4) complete training manuals with operating and troubleshooting of all system components. Each manual will contain spare parts lists of all system components. Warranty 1. Minimuml year warranty, parts only on all recycling system components Minimuml year parts and labor on pressure washer Minimum 4 year parts only on pressure washer coil. Minimum 7 year parts only against catastrophic failure of pressure pump. Provide copy of written warranty on all components. 6
