Dancs, P.E., Director of Public Works /City Engineer SUBJECT: SEAL BEACH BOULEVARD AND I -405 BRIDGE APPROACH WIDENING DESIGN UPDATE - RECEIVE AND FILE SUMMARY OF REQUEST: The proposed action will receive and file the design update for the Seal Beach Boulevard and Interstate 405 Bridge Approach Widening Project No. 49750. BACKGROUND: In May of 2003, the City obtained Caltrans approval for the Project Study Report/Project Report (PSR/PR) for the Seal Beach Boulevard and Interstate 405 Bridge Approach Widening Project No. 49750. This project report identifies the first phase of the project that will widen the existing exit ramps to provide for an additional right turn lane, widen the ramp intersections to provide dual left turn lanes, and widening of the I -405 over crossing approaches. This phase will prevent both the North and South intersections of I -405 & Seal Beach Blvd. from reaching a level of service F in 2025. The current LOS at the existing intersections is C/D and the proposed improvement will improve traffic flow to a LOS of B /C. As identified during the third quarter of 2003, the Department's monthly Capital Improvement Project progress report given to Council outlined that the phased approach. This course of action was pursued because of the uncertainty of future freeway improvements impacting this bridge during the process and lack of funding for reconstructing the bridge required accommodating the bridge widening for three lanes in each direction. Recent correspondence from OCTA has mentioned that impacts to the facility would not happen until 2020. If the widening were constructed now, this would give the facility less than a 20 -year life since the future project would need again to replace the bridge. The current cost to accommodate both the widening and the lengthening for the future HOV project is estimated at $14,000,000. It is still the intent of the City to widen the bridge to three lanes each direction even if there is no freeway project or traffic conditions warrant it sooner. The City would apply for potential federal funding as it becomes available or opportunities may be available if the 405 Freeway is widened and OCTA is currently undertaking a Major Investment Study. Agenda Item 1/ Proposals were requested from consultants for the revised design of the project and the firms were then interviewed. Robert, Bein and Frost Consulting (RBF), who also prepared the original PSR/PR, emerged as the top candidate with highest ranked qualifications, related experience in these types of projects, and an appropriate schedule. RBF Consulting comes highly recommended from various other public agencies, and are currently performing work for agencies in Orange County. Staff will use the existing City contract with RBF for the design of this facility and staff will negotiate a task order proposal with RBF and their firm can perform the work immediately within the budget set forth in the approved Capital Improvement Program and the Engineering Division's internal budget. Award of a construction contract is expected in the Spring of 2005. FISCAL IMPACT: Funds are available within the Project No. 49705 of the approved Capital Improvement Program. The estimated cost of the project is $3,500,000 which is funded by OCTA secured grants and traffic impact fees for the Bixby Development. No additional work will be performed unless adequate funding is available in the project budget. Any funds remaining at the end of this phase of the project will be used for the next phase of the project. RECOMMENDATION: It is recommended that the City Council receive and file the design update for the Seal Beach Boulevard and Interstate 405 Bridge Approach Widening Project No. 49750.
