APPROVAL OF AGENDA By motion of the City Council this is the time to: notify the public of any changes to the agenda and/or rearrange the order of the agenda. PRESENTATIONS/PROCLAMATIONS: A. Recognition of Los Alamitos Girls Volleyball Success ORAL COMMUNICATIONS At this time members of the public may address the Council regarding any items within the subject matter jurisdiction of the City Council. Pursuant to the Brown Act, the Council cannot discuss or take action on any items not on the agenda unless authorized by law. Matters brought before the Council that are not on the agenda may, at the Council's discretion, be referred to staff and placed on a future agenda. City Participation in Lawsuit Against State of California to Invalidate the Preemption of One - Quarter Cent of Local Sales Tax as part of the "Triple Flip (AB9X5)" — Adopt Resolution No. 5196 authorizing Budget No. 04 -16 allowing City to participate as a plaintiff in lawsuit to challenge the partial preemption of local sales taxes by AB9X5. *T. Professional Services of Consultant to Conduct Study of Police Services Operational Study — Authorize City Manager to execute a professional services agreement with Organizational Effectiveness Consulting in the amount of $34,375. ITEMS REMOVED FROM THE CONSENT CALENDAR: Monday, January 12, 2004 City Council Session PUBLIC HEARING: U. Zone Text Amendment 03 -3 — Second Residential Units — Introduce Ordinance No. 1512 Amending Articles 4, 5, 7 and 8 of Title 28 of the Code of the City of Seal Beach to Permit Second Residential Units meeting Certain Standards. V. Community Facilities District No. 2002 - 1 (Heron Pointe) — Special Election to Levy Special Taxes - Staff recommends the City Council, after considering all relevant testimony, written or oral, presented during the public hearing adopt the following resolutions and introduce the following ordinance: 1) Resolution No. 5197 calling for Special Election regarding the alteration of the rate and method of apportionment of Special Taxes. 2) Resolution No. 5198 declaring the results of a Special Election, determining that the alteration of the rate and method of apportionment of special taxes for the district is lawfully authorized and directing the recording of an amended notice of special tax lien. 3) Ordinance No. 1513 acting in the capacity as the Legislative Body of the City of Seal Beach Community Facilities District No. 2002 -01 (Heron Pointe) authorizing the levy of a special tax within that district pursuant to an amended and restated rate and method of apportionment special taxes. / NEW BUSINESS: W. Appropriate Development Standards — Residential Low Density Zone, Planning District II (Bridgeport/Suburbia) - Adopt Interim Ordinance No. 1514 enacted pursuant to California Government Code Section 65858 prohibitin the issuance of building permits and other land use entitlements for any additions to dwelling units in the Bridgeport area during the pendency of the City's review and adoption of permanent zoning regulations for such uses and declaring the urgency thereof. X. Main Street Parking Meter/Preferred Parking Coastal Commission Application — Authorize staff to send letter to Coastal Commission supporting Coastal Commission staff's recommendation regarding the City's application.
