SUBJECT: FLEET REPLACEMENT: LIFEGUARD TRUCK
SUMMARY OF REQUEST:
The proposed City Council action will authorize the purchase of one (1) Lifeguard
4x4 pickup (Chevrolet Colorado) as approved in the 2009 -2011 Adopted City
Budget.
BACKGROUND:
In June of 2009 the City Council approved Fleet replacement of selected vehicles
with the FY 09/10 budget. The Public Works Department manages the fleet for
all the departments within the City. In 2010 the City temporarily suspended fleet
purchases. In 2009 the City's Lifeguard Department was scheduled to replace a
2004 Dodge Dakota. This vehicle is currently in need of repairs estimated at
$1,000 in cost. Staff is requesting authorization at this time to purchase a new
vehicle to forgo investing in maintenance.
The State of California, County of Los Angeles, and various cities have
cooperative purchase provisions under Fleet Division bid that would allow the
City to purchase these vehicles for a competitive replacement cost previously
bid. The City has used various programs in the past to successfully purchase
vehicles and is recommending the use of these programs to purchase the
identified vehicles. The City has requested pricing through the State of
California's competitive bid list. Eight dealers were contacted regarding matching
pricing from the State of California's bid list. Coalinga Motors has agreed to
honor the pricing set forth within the State of California Bid List.
ENVIRONMENTAL IMPACT:
None with this action.

FINANCIAL IMPACT:
Funding is available as proposed in the Fiscal Year 2009/11 budget within
Vehicle Replacement Fund Account number 021 - 980 - 48075. The quoted price
for purchase of the Chevrolet Colorado is $21,170.28. $28,100 has been
budgeted within the FY 2009 -11 Adopted City Budget. The remaining funds will
be used to move equipment from the old vehicle to the new vehicle or replace if
necessary.
ANALYSIS:
The 2004 Dodge Dakota has been operating in a corrosive ocean environment
and has outlived its useful life. In 2008 the City of Seal Beach replaced two
Lifeguard 4x4 pickup vehicles with a purchase of Chevrolet Colorado Pickups.
The two vehicles have performed well both for Lifeguard staff and with City
maintenance activities.
RECOMMENDATION:
It is recommended that the City Council authorize the purchase of one (1)
Lifeguard 4x4 pickup (Chevrolet Colorado) as approved in the 2009 -2011
Adopted City Budget.
