AYES: Gray, Kredell, Laszlo, Seitz, Weir NOES: None Motion carried PROCLAMATION I Mayor Seitz proclaimed the week of September 16 through 22, 1979 as "Constitution Week". PUBLIC HEARING - AMENDING POSITION CLASSIFICATION PLAN - BEACH MAINTENANCE CREW LEADER Mayor Seitz declared the public hearing open to consider amending the city's Position Classification Plan to include the position of Beach Maintenance Crew Leader. The City Clerk certified that notices had been published as required by law a~d that no communications had been received either for or against the matter: Mr. Kosmont, Assistant City Manager, presented the staff report and stated the Civil Service Board had approved the amendment. There were no cor.ununications for or against the matter; Mayor Seitz declared the public hearing closed. RESOLUTION NUMBER 2909 - AMENDING POSITION CLASSIFICATION PLAN - BEACH MAINTENANCE CREW LEADER I Resolution Number 2909 was presented to Council entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING "THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITION OF BEACH MAINTENANCE CREW LEADER." By unanimous consent, full reading of Resolution Number 2909 was waived. The City Manager requested that the Resolution be amended to include the statement "....Be it Resolved 2(;": 8- 27-79 that the City Council of the City of Seal Beach does hereby amend the Position Classification Plan to include the position of Beach Maintenance Crew Leader." Weir moved, second by Gray, to adopt Resolution Number 2909 as amended. RESOLUTION NUMBER 2911 - COMMENDING JAMES BARRETT - CIVIL SERVICE BOARD Resolution Number 29ll was presented to Council and read in full by Mayor Seitz entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, COMMENDING JAMES BARRETT FOR HIS SERVICE ON THE CIVIL SERVICE BOARD OF THE CITY OF SEAL BEACH." I Items Removed From The Consent Calendar ITEM "A" - APPROVAL OF MINUTES It was noted that Mayor Seitz and Councilman Laszlo were absent from the August 13 Council meeting, therefore would abstain from voting on approval of the minutes. Weir moved, second by Kredell, to approve regular demands numbered 32767 through 32923 in; the amount of $192,075.84, payroll of August 16, 1979 plus demands numbered 32457 through 32497 in the amount of $151,615.56 as approved by the Finance Committee and that warrants be drawn on the Treasury for the same. AYES: Gray, Kredell, Laszlo, Seitz, Weir NOES: Motion carried None ITEM "C" - PUBLIC WORKS DIRECTOR ATTENDANCE - AMERICAN PUBLIC WORKS ASSOCIATION CONGRESS and EQUIPMENT SHOW Councilman Kredell stated he could not approve the expenditure of city funds for attendance at conferences by city employees. Weir moved, second by Gray, to approve the appropriation of $510 for the I attendance of the Public Works Director at 1979 American Public Works Association Congress and Equipment Show to be held in Portland, Oregon, September 22 - 27, 1979, AYES: Gray, Laszlo, Weir NOES: Kredell, Seitz Motion carried ITEM "D" - REQUEST TO OBTAIN BIDS - PUBLIC WORKS EQUIPMENT. The City Engineer affirmed that the old equipment would be used for trade-in on the new equipment to be purchased. Seitz moved, second by Weir, to authorize the City Manager to advertise for bids to purchase the replacement equipment (Jacobsen Mower, Sidewalk Sweeper and Chipper) for the Public Works Department. AYES: Gray, Kredell, Laszlo, Seitz, Weir I NOES: None Motion carried COUNCIL REPORTS and REQUESTS Councilman Gray invited all Council members to visit the Trailer Park and view the development progress. Councilman Kredell spoke regarding his request for a cost breakdown for injuries sustained by the Police 8-27.-79 ~' I Chief in his recent accident and discussed the physical activities of the Police Department personnel. Physical requirements established for Police Department personnel and State law governing workers compensation were discussed. Councilman Laszlo requested that the City Attorney review the laws governing physical activities covered under workers compensation and report those findings to the Council. Councilman Kredell requested that shrubbery at the Fifth Street stub street be trimmed. Councilman Laszlo reported he was investigating the possibility of obtaining donations for park lighting facilities. APPOINTMENT - PARKS and RECREATION COMMISSION Seitz moved, second by Kredell, to appoint Mr. Cal Ehler, 1709 Bayou Way, to the Parks and Recreation Commission from Councilmanic District Three for term ending 1982. AYES: Gray, Kredell, Laszlo, Seitz, Weir NOES: None Motion carried Mayor Seitz requested that a letter of appointment be sent to Mr. Ehler and that a letter of appreciation be sent to Mr. Payne for his years of service. Council also requested that a resolution be prepared for next meeting commending Mr. Payne. Mayor Seitz requested that the Animal Control formulate a specific plan to eliminate and relocate rodents and animals from the Hellman property prior to any development in that area and that the plan be presented to the Council within 60 - 90 days. Mayor Seitz and Councilman Kredell requested a copy of a letter from Dr. Shanks regarding the Trailer Park. ORAL COMMUNICATIONS Mayor Seitz declared oral communications open from the audience. Paul Jeffers, 11 Marina Drive, spoke regarding rent increases, Federal guidelines and rental subsidies in the Trailer Park.
