ROLL CALL Present: Mayor Seitz Councilman Gray, Kredell, Laszlo Absent: Councilman Weir Also present: Mr. Courtemarche, City Manager Mr. Johnson, City Engineer Mr. Thomas, Finance Director Capt. D'Amico, Police Department Chief Adams, Fire Department Mr. Kosmont, Assistant City Manager AWARD OF BID - BEVERLY MANOR RESERVOIR Bids were received and opened by the City Clerk on August 28, 1979 at 2:00 p.m. for Project Number 492, Beverly Manor Reservoir Cover and Lining Construction, and were presented for consideration of the I Council on September lO, 1979. Mr, Johnson, City Engineer, presented a report outlining the most accurate estimates available for the cost of the four million gallon capacity steel reservoir. Mr. Johnson's report also provided an economic life analysis and proposed financing for a steel reservoir, and also presented a cost comparison between the steel tank and the aluminum roof/flexible lining facility. Councilman Gray expressed his strong support for a steel reservoir tank. Council discussed at length various comparisons between the two reservoir facilities, soil and ground water conditions at the site, consideration of an alternate reservoir location and cost for its relocation, and additional repair to the site as recommended by the consulting engineers, Kredell moved, second by Laszlo, to award the contract for the Beverly Manor Reservoir I Cover and Lining Construction, Project Number 492, to Cushman Contractors Corporation in the amount of $565,643, reject all other bids and authorize the City Manager to execute the contract. AYES: Kredell, Laszlo, Seitz NOES: Gray ABSENT: Weir Motion carried ~~o 9-l7-79 DISCUSSION - COTTONWOOD TREES - SEAL BEACH TRAILER PARK Reports were presented to Council providing a staff evaluation of the impact of the six Cottonwood trees and one Eucalyptus tree in the area of the proposed private street in the Seal Beach Trailer Park. It was reported that the surface root system of the trees had been trimmed extensively which could render them unstable during wind or storm conditions. It was also the opinion of the Fire Department that the location of the Eucalyptus tree would hamper maneuverability and access to the Trailer Park in an emergency situation. Discussion continued regarding the E.Q.C.B. report and recommendation to retain the trees, responsibility for removal of the trees and approval of the Trailer Park development plans. Councilman Gray asked that the record show his concern for life and property should the trees be toppled and stated further he recalled the developer requesting the trees not be left in place as he felt they would be unsafe. Discussion continued. Kredell moved, second by Laszlo, to authorize the staff to consult with a professional consultant or local college Botany Department at a minimum cost to the city, to determine if the trees would survive the root trimming and if they could be transplanted. AYES: Gray, Kredell, Laszlo, Seitz NOES: None ABSENT: Weir Motion carried SEAL BEACH JUNIOR HIGH SCHOOL BAND REVIEW The City Manager reported that Seal Beach School District had requested confirmation of November 10, 1979 for the Thirteenth Annual Bank Review. Kredell moved, second by Laszlo, to approve the permit request and authorize the City Manager to complete the necessary arrangements for the Band Review. AYES: Gray, Kredell, Laszlo, Seitz NOES: None ABSENT: Weir Motion carried PURCHASE OF STATION WAGON - FIRE DEPARTMENT It was the order of the Chair with consent of the Council to hold this item over as requested by the City Manager. I I I COUNCIL REPORTS and REQUESTS Councilman Gray reported that he expected all trailer moves in the Trailer Park would be accomplished within the next thirty days. Councilman Kredell referred to Newsletter report regarding reduction I in OCTO bus routes, suggested that the OCTD again be requested to extend their line to the State Beach and expressed displeasure with the layover stop on Ocean Avenue. Mayor Seitz stated the Long Beach Transportation Company has been contacted regarding a layover stop on Bolsa Avenue, Councilman Laszlo stated he had received a request for a drinking fountain at the Leisure World bus stop. Councilman Gray stated the Golden Rain Foundation may wish to install a drinking fountain at that location. Mr. Laszlo also asked that the traffic signal at Lampson and Seal Beach Boulevard be repaired. Mayor Seitz suggested that the city may wish to propose to the Hellmans and Ponderosa Developers that when considering development plans for the Hellman property, the possibility of subdividing and improving the I area, and auctioning individual lots as an alternative to total development of that land. Mayor Seitz reported difficulty in arranging a mutually agreeable meeting date with the School Board to further discuss the city providing school ground maintenance in lieu of payment to the School District. The City Manager stated he would contact the Superintendent of Schools to establish a meeting on September 26th or 27th with the Board representatives. ORAL COMMUNICATIONS There were no oral communications from the audience. EXECUTIVE PERSONNEL SESSION It was the order of the Chair with consent of the Council to adjourn to Executive Personnel Session at 8:37 p.m. The meeting reconvened I at 10:20 p.m. with Mayor Seitz calling the meeting to order. The City Manager reported that the City Council had formalized salaries and , wage schedules for Management and Non-represented employees with the direction to add seven percent (7%) to the current salaries for those positions listed in the existing resolution except as follows: Chief of Police, 8%; Planning Director, 12%; Chief of Lifeguards, 8%; 9-17-79 ..- ~~1 '-.11I,0 9-17-79 , t'f.':.... , , Assistant City Manager, 15%; and the Building Inspector, 10%, all other language within the resolution to remain the same, and that these salaries are to be reviewed by Council by January 1980. RESOLUTION NUMBER 2918 - SALARY and WAGE SCHEDULES - MANAGEMENT and NON-REPRESENTED EMPLOYEES Resolution Number 2918 was presented to Council entitled "A 'I RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY, ESTABLISHING SALARY RATES, A SALARY AND WAGE SCHEDULE, AND OTHER PAYMENTS FOR EMPLOYEE BENEFITS, AND REPEALING, ON THE EFFECTIVE DATES SPECIFIED, ALL RESOLUTIONS IN CONFLICT THEREWITH." By unanimous consent, full reading of Resolution Number 2918 was waived. Laszlo moved, second by Kredell, to adopt Resolution Number 2918 as presented. AYES: Gray, Kredell, Laszlo, Seitz NOES: None ABSENT: Weir Motion carried ORDINANCE NUMBER 1073 - CITY CLERK COMPENSATION entitled "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, A I Ordinance Number l073 was presented to Council for first reading CHARTER CITY, AMENDING SECTION 2-7.2 OF THE CITY CODE RELATING TO CITY CLERK COMPENSATION." By unanimous consent, full reading of Ordinance Number 1073 was waived. Laszlo moved, second by Kredell, to approve the introduction of Ordinance Number 1073 and that it be passed to second reading. AYES: Gray, Kredell, Laszlo, Seitz NOES: None ABSENT: Weir Motion carried Councilman Kredell inquired about building construction at the end of the pier and cement work on Beryl Cove Way.
