The City Council of the City of Seal Beach met in regular session
at 7:00 p.m. with Mayor Seitz calling the meeting to order with the
Salute to the Flag.

RESOLUTION NUMBER 2927 - ESTABLISHING WATER SERVICE RATES
Resolution Number 2927 was presented to Council by title "A
RESOLUTION OF THE CITY CO~~CIL OF THE CITY OF SEAL BEACH ESTABLISHING
WATER SERVICE RATES AND RESCINDING RESOLUTION NO. 2855." By unanimous
consent, full reading of Resolution Number 2927 was waived. The City
Engineer presented the staff report stating that the intent of the
resolution is to establish water service rates that will provide
revenues that exceed water expenditures each year that will be
available for improvements and repairs to the water system in the
City. Mr. Johnson requested that the new water service rates be
effective January 1, 1980. It was clarified the annual rates will
be presented for Council review and approval. Gray moved, second
by Weir, to adopt Resolution Number 2927 as presented.

RESOLUTION NUMBER 2928 - 1979-80 WATER UTILITY BUDGET
Resolution Number 2928 was presented to Council by title "A
RESOLUTION OF THE CI1Y COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, AMENDING THE 1979-80 WATER UTILITY BUDGET. II By
unanimous consent, full reading of Resolution Number 2928 was
waived. The City Manager reported that this resolution provided
for the deferment of all loan payments by one year and deletion of
the budgeted administrative transfer from the 1979-80 budget.

presented. Council briefly discussed tandem parking and code
enforcement progress in the city.

Laszlo moved, second by Weir, to approve the recommended action for
items on the Consent Calendar as presented.

lowest bidder, Bob Johnson GMC in the amount of $33,110.16,
rejected all other bids and authorized the City Manager to

WATER METER READER - PUBLIC WORKS DEPARTMENT
The City Engineer presented the staff report and expressed the need
for a water meter reader on a permanent basis for the city. Mr.
Johnson also stated this employee will be utilized for repair and
replacement of water meters, which is a necessary and on-going program
for an efficient water operation. The City Engineer stated the
revenue generated by properly functioning water meters would more than
offset the salary of a permanent water meter reader. Weir moved, second
by Gray, to amend the 1979-80 fiscal year budget to include the position
of Meter Reader/Water Utility Man in the Public Works Department.

SEAL BEACH SCHOOL DISTRICT MAINTENANCE AGREEMENT
The City Manager reported the proposed agreement for repair and maintenance
of certain school grounds, recently approved by the City Council, had been
forwarded to the District for consideration. Mr. Courtemarche stated that
the District had requested the maintenance of tennis ,courts, replacement
of light bulbs, nets and windscreens also be included in the agreement.
Seitz moved, second by Krede11, that the City Manager meet with the District
to reevaluate maintenance and repair priorities with the understanding there
will be no additional cost to the city. Discussion continued. Mayor Seitz
withdrew his motion with cons~nt to the ~econd. Gray moved, second by Weir,
to transmit the agreement to the District as originally app!oved by the

Council, without the changes as requested by the District.

CLOSING OF CITY HALL - DECEMBER 24th
The City Manager presented a request that City Hall be closed on

Monday, December 24th and that the regularly scheduled City Council
meeting of that date be cancelled. The City Manager explained
that those employees affected would be charged with a vacation day
or compensatory time off. Councilman Gray moved that the City Hall
be closed from noon on. There was no second to the motion. Weir

requested.

In response to the City Clerk, the City Attorney stated he would
advise her if a posted notice of cancellation would be sufficient
to meet the requirements of the law.
DISCUSSION - BUILDING DEPARTMENT STAFF

There was a discussion of Building Department staffing as requested
by Councilman Krede11. It was explained that with the Trailer Park
development nearing an end, the return of an injured employee and the
hiring of a Chief Building Inspector, it is anticipated the Building
Department would be fully staffed within thirty days. Council
discussed charging of city personnel time to the Agency when dealing
wi th Agency proj ects. No action was taken on this item.
COUNCIL REPORTS AND REQUESTS
Councilman Gray suggested that all City Hall departments remain open
to the public during the twelve to one noon hour. The City Manager
reported there is minimal activity during the noon hour, however agreed
to have all departments open during that hour on a trial basis.
Councilman Krede11 inquired about a Christmas tree lot being located

at 12th Street and Pacific Coast Highway. Councilman Krede11 referred
to a nursery proposed to be located near Dolphin Avenue and Ocean and
asked that rezoning of that property be co~sidered.
Krede11 moved, second by Laszlo, to direct the Planning Commission to

study the advisability of rezoning commercial property between Dolphin,
Ocean Avenue, 14th Street and Seal Way Alley, to R-1 zone.

Councilman Krede11 complained about trailers parked at First Street
and Marina Drive and was informed the trailers should be disposed of
within the next three to four weeks. Mr. Krede11 requested that a
staggered animal control patrol schedule be reinstated; discussed
the sidewalk repair program; complained about tree trimming policies
and asked that no trees be trimmed in District One. Lengthy discussion
followed. Councilman Gray moved that there be 110 tree trimming in
District One unless requested by Councilman Krede11. Mr. Krede11
spoke in favor of the motion and asked that the motion be amended to
include citizen requests. Mr. Gray did not accept Mr. Krede11's
amendment. Mayor Seitz seconded the motion with the amendment that
residents of District One would assume all liability for personal and
property damages resulting from untrimmed trees and that a surcharge
or assessment be imposed to cover the cost of the liability. Mr. Gray
accepted Mr. Seitz amendment to the motion. Discussion continued
regarding tree trimming policies, pedestrian liability and interference
with street sweeping.

and cutting policy for trees on public property, to be presented to
Council for consideration.

Councilman Krede11 requested that the City Manager open mail addressed
to his attention and notify him of upcoming invitations and events.
Councilman Laszlo asked that his mail not be opened. Mr. Laszlo
requested Shape11 Park lights be replaced with brighter bulbs for night
recreation programs, and requested the staff investigate possibility of

obtaining cable TV for Seal Beach. Councilman Krede11 asked that a
commending resolution be prepared for Gary Luna, formerly with the
Recreation Department staff. Mayor Seitz charged that Councilman
Krede11 may have violated his Oath of Office and the City Charter
Section 406 by interference with city personnel.

ORAL COMMUNICATIONS
Mayor Seitz declared oral communications open from the audience.
Barbara Antosia, 1502 Ocean Avenue, complained about Police Department
response and action relating to a recent incident near Ocean and
Dolphin Avenues. There were no other oral communications; Mayor Seitz
declared oral communications closed.
EXECUTIVE PERSONNEL SESSION
By consensus, the City Council adjourned to Executive Personnel Session
at 9:25 p.m. Council reconvened at 10:00 p.m. with Mayor Seitz reporting
Council had discussed personnel salaries and that no action had been taken.
