Jack Souders, Cal Ehler and Dale Ketchum, residents of the Marina Hill area, expressed concern regarding a proposed Interval House for battered women in their area and expressed opposition to that activity in their neighborhood as it related to zoning, parking, etc. The Mayor responded with information regarding decisions and responsibilities of the Interval House Board of Directors and announced a meeting had been set by the Board to reconsider the location. There were no other 'oral" communications; Mayor Seitz declared oral communications closed. Laszlo moved, second by Weir, to approve the recommended action for items on the Consent Calendar except Items "C" and "D" as presented. A. Approved the minutes of the regular meeting of November 26, 1979 as presented. B. Approved regular demands numbered 34031 through 34244 in the amount of $198,471.76 and payroll of December 6, 1979 plus demands numbered 32608 through 32629 in the amount of $149,496.11 as approved by the Finance Committee and tllat warrants be drawn on the Treasury for the same. E. Recei ved and filed memorandum from the City Manager regarding Redevelopment Agency Annual Report. AYES: NOES: ABSENT: Gray, Laszlo, Seitz, Weir None Kredell Motion carried I Items Removed From the Consent Calendar ITEM "C" - LIFEGUARD VEHICLES - SPECIFICATIONS Councilman Gray suggested that the specifications be revised to call for bids on four wheel drive vehicles as opposed to Jeep vehicles only, therefore encouraging bids from other manufacturers. Weir moved, second by Gray, to approve the specifications for two Lifeguard vehicles as amended and authorize the City Manager to advertise for bids. AYES: NOES: ABSENT: Gray, Laszlo, Seitz, Weir None Kredell Motion carried ..m; 12-10- 79 ITEM "D" - CABLE TELEVISION Councilman Weir asked if participation in the Public Cable Television Authority would interfere with the present cable TV service in Leisure World. Tlle Assistant City Manager stated that it would not and also reported he had received no response from TM Cable TV in the Long Beach area. Weir moved, second by Laszlo, to authorize the city staff to further investiga!e cable TV utilizing PCTA resources, at no cost to the city, and report back to Council in January the results of the preliminary investigations and feasibility analysis. AYES: Gray, Laszlo, Seitz, Weir NOES: None ABSENT: Kredell Motion carried REPORT - LOS ALAMITOS FLOOD RETARDING BASIN - RECREATION USE The City Manager presented a background review of previous efforts to obtain the Los A1amitos Flood Retarding Basin for recreation use in the City, as requested by the City Council. The City Manager recommended a study be initiated at this time to determine possible use and related costs to develop the Basin. Councilman Weir suggested golf course use be considered for the area. Weir moved, second by Gray, to direct the Parks and Recreation Commission to study the possible recreational uses compatible with the physical condition and limitations of the site, that a golf course be considered as a possible use, and to develop cost estimates for the potential plan and report those findings to the City Council. AYES: Gray, Laszlo, Seitz, Weir NOES: None ABSENT: Kredell Motion carried REPORT - OLD POLICE BUILDING Planning Director, "Mr. Romaniello, presented a report regarding Planning Commission recommendations for use of the old Police Department building. The Planning Director reported the Planning Commission had conducted public hearings and received public input regarding the use of the building, had reviewed grant resources for restoratiop and discussed estimated costs for restoratiQn and remodeling of the facility. I I I 12-10-79 ~ I The Planning Director reported the Planning Commission unanimously recommended retention and restoration of the building. Council discussion followed regarding use of the building for County regional offices, a youth hostel, demolition of the building and construction of a parking facility on the site, and sale of the existing city hall parking area for residential use, with funds derived from that sale being utilized for recreational facilities in College Park East and the Los A1amitos Flood Retarding Basin. Councilman Gray moved to direct the staff to obtain prices for demolition of the old police facility and obtain an estimated revenue from those old building materials. Discussion continued. Mayor Seitz amended the motion to direct the staff to contact County, State and Federal representatives and the Coastal Commission inquiring about grants for restoration, to obtain an estimated revenue from the subdivision and sale of the existing parking area lots, determine the number of single family or mo1ti-fami1y units could be constructed in that area and obtain the cost of constructing a new parking facility at the old building location. Mayor Seitz seconded the motion as amended. AYES: Gray, Seitz, Weir NOES: Laszlo ABSENT: Krede11 REPORT - DEMOLITION OF SUNSET BEACH WATER TOWER Motion carried I I Mr. Johnson, City Engineer, reported that following Council direction, the staff contacted the County of Orange to discuss the possible transfer of the Sunset Beach Water Tower to the County. Mr. Johnson stated the County did not indicate an interest in funding restoration of "the Tower and had recommended the City consider utilizing the $12,000 that is presently funded for restoration, for the demolition of the Tower. Mr. Johnson also reported interested citizen groups had investigated funding for the restoration and that only approximately two percent of that funding had been obtained to date. Gray moved; second by Weir, to state the city's unwillingness to fund the restoration costs of $93,000 and the annual maintenance costs of $40,000 to $50,000 of the Tower beyond the $12,000 limit defined in the Restoration Agreement ")<;.... 12-10-79 \i.ooJn """--. (No. D77 080) with the County of Orange; authorize the staff to revise the existing Agreement so as to utilize the $12,000 presently allocated for the restoration be used toward demolition of the Tower; and authorize the staff to proceed with Coastal Commission hearing for the demolition of the Sunset Beach Water Tower. AYES: Gray, Laszlo, Seitz, Weir I NOES: None ABSENT: Kredell Motion carried COUNCIL REPORTS and REQUESTS Councilman Weir reported discussions at a recent Vector Control meeting of heart worm disease in animals and stated information regarding this may be obtained from the Vector Control District. Councilman Laszlo reported communications with Ca1 Trans regarding freeway ramp metering. Mayor Seitz presented and requested Council support for two resolutions relating to residential care facilities legislation and establishment of an interval house in Seal Beach. RESOLUTION NUMBER 2936 - RESIDENTIAL CARE FACILITIES I Resolution Number 2936 was read in full by Mayor Seitz entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, REQUESTING ACTION BY THE STATE LEGISLATURE TO RESTORE THE ORIGINAL LANGUAGE OF SPECIFIC SECTIONS OF THE STATE HEALTH AND SAFETY CODE AND WELFARE AND INSTITUTIONS CODE IN REGARD TO LOCAL AUTHORITY IN THE ESTABLISHMENT OF RESIDENTIAL CARE FACILITIES." Seitz moved, second by Weir, to adopt Resolution Number 2936 as presented. AYES: Gray, Laszlo, Seitz, Weir NOES: None ABSENT: Kredell Motion carried RESOLUTION NUMBER 2937 - OPPOSING ESTABLISHMENT OF INTERVAL HOUSE WITHOUT CITY COUNCIL SUPPORT Resolution Number 2937 was read in full by Mayor Seitz entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, I AFFIRMING ITS OPPOSITION TO THE ESTABLISHMENT OF AN INTERVAL HOUSE FOR BATTERED WOMEN IN THE CITY OF SEAL BEACH WITHOUT CITY COUNCIL SUPPORT." Mayor Seitz reported State 1~gis1ation that has removed local control for prohibiting or approving care facilities such as " 12-1lf-79 '~ the proposed Interval House and stated he had received opinion petitions signed by approximately four hundred residents opposing the establishment of Interval House at the proposed location. Seitz moved, second by Weir, to adopt Resolution Number 2937 as presented. I Lengthy discussion followed with members of the audience and representatives of Interval House participating. Councilman Gray stated he could not support adopting of the resolution at this time without further information. In response to a member of the audience, the City Attorney explained the provisions of State law relating to this activity.
