The City Council of the City of Seal Beach met in special session at
8:00 o'clock p.m. with Mayor Laszlo calling the meeting to order with
the Salute to the Flag.

Mayor Laszlo read the Notice of Special Meeting for the record as
follows:

NOTICE IS HEREBY GIVEN that a special meeting will be held
at 8:00 o'clock p.m., Tuesday, May 8, 1979 in City Council
Chambers, 211 - 8th Street, Seal Beach, California, as called
,by Mayor Frank J. Laszlo as presiding officer of the
legislative body. This special meeting is called to transact
the following business:
(1) Discussion relative to the State Coastal

Conservancy Plan for the nine acre parcel
bounded by First Street and Marina Drive;
and
(2) Take whatever action may be deemed necessary
by the governing body relative to the above
discussion and pursuant to the City Charter.

By order of the Chair and consent of the Council, the meeting recessed
at 8:02 p.m. until the arrival of Supervisor Wieder.
SuperVisor Wieder arrived at the meeting at 8:28 p.m. Mayor Laszlo
called the meeting to order and read the agenda items to be discussed.
Mayor Laszlo introduced Supervisor Wieder and her staff members Ruthanne
Bingham and John Erskine, to those present.
Supervisor Wieder expressed appreciation to the Mayor for calling this
meeting at her request to meet with the Council for discussion of the
DISCUSSION - DEPARTMENT OF WATER AND POWER PROPERTY

Department of Water and Power site.
A member of the Conservancy's Citizens Action Committee gave a short
slide presentation showing highlights of the workshop sessions and
architectural conception of the proposed plan for the Department of
Water and Power site. Lengthy discussion followed with the Council,
a representative of the Coastal Conservancy and members of the audience
speaking to the matter. Supervisor Wieder clarified it would be
necessary for her to have clear direction from the Council on the
proposed plan so that she could proceed in an attempt to obtain County
funds for the project. The City Council discussed approving the
conceptual acceptance of the proposed plan.
Mrs. Wieder asked to be excused from the meeting at 10:15 p.m.

Kredell moved, second by Laszlo, to adjourn the meeting at 10:16 p.m.

Councilman Gray did not vote on the motion to adjourn.

7:16 p.m. with Mayor Laszlo calling the meeting to order with the
Salute to the Flag.

The Mayor recessed the City Council meeting to the Redevelopment Agency
meeting at 7:17 p.m.
The City Council meeting reconvened at 8:16 p.m. with the Mayor calling
the meeting to order.
WAIVER OF FULL READING
Weir moved, second by Kredell, to waive the reading in full of all
ordinances and reso~utions, and that consent to the waiver of reading

shall be deemed to be given by all Council members after reading of
the title unless specific request is made at that time for the reading
of such ordinance or resolution.
