ROLL CALL Present: Mayor Seitz Councilmen Laszlo, Weir Absent: Councilmen Gray, Kredell It was noted for the record that Cour.cilDmn Kredell and Councilman Gray's absence from the ;neeting was excused. Also present: ~r. Courtemarche, Cit)' Manager Mr. Thomas, Finance Director I DISCUSSION - CONGRESSMAN LUNGREN Mr. Gibson, staff assistant to Congressman Lungren was introduced to the Council. Mr. Gibson referred to the Seal Beach sand replenishment problem noting that his matter had been a major topic of discussion with the Army Corps of Engineers and that Mr. Lungren's office was following the issue closely, ~()~ 5-l9-79 Congressman Lungren arrived at the meeting at 9:10 a.m. Discussion of sand replenishment continued noting difficulty in obtaining the sand replenishment study and funding for the project. Regarding the C.E.T.A. Program, Congressman Lungren stated that program would probably be substantially cut and referred to abuses of the program in many areas. Mr. Lungren expressed hope that the program would not be totally eliminated, Congressman Lungren reported there had been discussion of eliminating the CETA program and combining it~with Revenue Sharing whereby the states and cities would determine the use of those funds, The Council spoke in support of allowing cities to apply for funds such as Revenue Sharing directly through the federal government rather than through the county level. Council discussed the possibility of joint use of the Los Alamitos Air Station, Congressman Lungren reported-he had not heard discussion of this matter in Washington and that his local staff was following the matter closely. Mr. Lungren stated he would inquire about possible Navy housing at Los Alamitos upon the return of navy operations to Long Beach later this year. Councilman Laszlo referred to a lease agreement between the State and the Department of the Army for use of this facility and expressed concern regarding any provision for joint use. Mr. Gibson reported he had been informed there was no provision for joint use in the agreement. Discussion continued regarding a request for a federal study grant for expended air facilities in the County of Orange. Congressman Lungren assured the Council he would investigate the status of the Los Alamitos Air Station use. Mr. Courtemarche, City Manager, expressed his concern regarding SB 99, eliminating the tax exemption for revenue bonds, noting that Seal Beach had been considering the use of revenue bonds in conjunction with a potential development project in the city. Congressman Lungren stated the bill is being considered by the Ways and Means Committee and reported that a large delegation from California had presented a strong opposition to the bill. It was suggested that Seal Beach may wish to express its opposition to this bill along with other California cities. In response to questions regarding the current gasoline shortage, Congressman Lungren reported California and Nevada senators and members of the House had forwarded a letter to the President urging revision to the present gasoline alloting procedure to more accurately reflect current gasoline requirements. Congressman Lungren noted local crude oil supplies, import shipments, the effect of closed stations on present gasoline allocations and refinery closings and I I I 5-19-79 4i.OIJ I production levels as contributing factor' to the present gasoline shortages, Mr. Lungren reported gasoline supplies should be somewhat improved in the upcoming months, however stated gas shortages are foreseen as a long range problem. Mr, Gibson stated their office could provide the city with copies of the regulations and reporting guidelines for service station owners, if desired. Congressman Lungren requested to be excused from the meeting at 10:12 a.m. Mayor Seitz expressed appreciation to the Congressman and Mr. Gibson on behalf of the Council, for their attendance at this meeting. BUDGET STUDY SESSION The City Manager presented an overview of the 1979-80 fiscal year budget. Mr. Courtemarche outlined the estimated revenues and expenditures for the fiscal year, explaining those figures had resulted in an estimated $800,000 deficit to the General Fund. The City Manager expressed optimism that State 'bailout' funds of approximately $400,000 would be received by the City. Mr. Courtemarche explained that the budget in its present form reflected a 10% to 20% cut by department in services and personnel. Mr. Thomas, Finance Director, presented a detailed review of revenues, expenditures and interfund transfers for fiscal year 1979-80. The Council discussed the interfund transfers at length suggesting the staff review the specific fund balances for transfer to the General Fund in order to retain as many services and personnel as possible. The Council expressed concern regarding deficit spending and additional use of reserve funds. The City Manager stated fees for services could only be increased an Wftount equal to the cost of those services and stated he would provide the Council with a report outlining the costs for those special services. Other areas of discussion were a street lighting district, increased beach parking fees and parking sticker costs for residents. ORAL COMMUNICATIONS Mayor Seitz declared oral communications open. George Supple, 1605 Merion Way, expressed concern regarding the delay in processing plans for the proposed Leisure World development, noting that if the development had not commenced by March 1st it would not be included on the next tax roll. The City Manager reported that the Planning Commission had reviewed the development and had suggested some revision I I ~Q 5-19-79 to the proposed plans. Mr. Courtemarche stated he would check with the Planning Department regarding the present status of the plans. Mr. Supple also cautioned the Council about disposing of the city's capital assets and the use of reserve funds. Mr. Supple requested that if the city were to cut any services in the Leisure World area he would like to be made aware of them in advance. There were no other oral communications. I RESOLUTION NUMBER 2880 - SIGNATURE AUTHORIZATION Resolution Number 2880 was presented to Council by title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, PROVIDING AUTHORIZATION TO SIGN DEMANDS AND CHECKS FOR THE WITHDRAWAL OF FUNDS ON DEPOSIT WITH THE BANK OF AMERICA, SECURITY PACIFIC NATIONAL BANK AND UNITED CALIFORNIA BANK: AND RESCINDING RESOLUTION NUMBER 2772." By unanimous consent, full reading of Resolution Number 2880 was waived. It was requested that the Resolution be corrected to reflect the Mayor's name to read 'Kent Seitz' rather than 'Harold Kent Seitz'. Weir moved second by Laszlo, to adopt Resolution Number 2880 as corrected.
