The City Council of the City of Seal Beach met in regular adjourned
session at 6:30 p.m. with Mayor Seitz calling the meeting to order
with the Salute to the Flag.

It was noted for the record that Mr. Gray's absence from the meeting
was excused.

BUDGET STUDY SESSION
Mayor Seitz opened the departmental budget presentations suggesting
that those departments present provide a general review of their
proposed budgets, an overview of their needs and impact of reductions.
The City Manager reported that Supervisor Wieder would be holding a

breakfast meeting on Friday morning at 7:30 a.m. regarding the Los
Alamitos Air Station and stated he would be attending that meeting
and offered to present questions posed by the Council, for those
members unable to attend.
City Manager's Department
Mr. Courtemarche gave a brief description of the responsibilities of
the City Manager as provided in the City Charter and stated the City
Manager's Department proposed budget had been cut to reflect a
personnel reduction of two permanent employees and two CETA employees.
Mr. Kosmont, Assistant City Manager, explained organizational charts
of the City Manager's Department showing the personnel operation,
distribution of workloads and stated the tasks as outlined for the

personnel function are mandatory requirements. Mr. Kosmont explained
that under new CETA income rules it would be almost impossible for the
city to hire CETA employees in the future. The Council discussed retention
of the Administrative Assistant through Redevelopment Agency funds and
establishing a secretarial pool.
Finance Department
Mr. Thomas, Finance Director, presented his revised budget noting a

21% reduction in personnel, leaving a Finance Department staff of
2.5 clerks, a Finance Director and Purchasing Officer. Mr. Thomas
suggested that if the budget is approved as presented he would recommend
a quarterly water billing as opposed to the present bimonthly system
and also that the Finance Department be closed to the public a portion
of each working day, Mr. Thomas noted there would be a significant drop
in service levels to the public, slower payment and collection of water

billings and loss of interest earnings from investments. Mr. Thomas
gave a brief review of the other functions performed by the Finance
Department. The Council discussed contracting with an outside firm
for water billing and closing of the Finance Department for full days
rather than half days.
Lifeguard Department
Mr. Dorsey, Chief of Lifeguards, presented the Lifeguard Department
proposed and revised budget figures. Mr. Dorsey reported that the
revised budget figures reflected a $39,033 reduction in the Lifeguard
Department. Chief Dorsey presented a diagram of lifeguard facilities
on the beach during a regular summer season and stated the budget as
revised would result in four less lifeguard towers, one less jeep

patrol, seven to nine less seasonal lifeguards and elimination of
the night beach patrol. Mr. Dorsey presented a comparison of other
beaches in the area, noting attendance, lifeguard facilities and
equipment and personnel. Chief Dorsey reported the number of rescues
and medical aides during the past year and explained the other varied
tasks performed by the Lifeguard Department. The City Manager stated
a priority list for beach operations would be presented to the Council
showing the cost and location of restoring additional towers. The
Council discussed the higher risk areas of the beach and lifeguard
coverage of the Surfs ide area.
ADJOURNMENT
to meet with the Council in joint session to discuss code violations.

Laszlo moved, second by Weir, to adjourn the meeting to Tuesday,
May 29th at 6:00 o'clock p.m. for a joint meeting with the Planning
Commission and prior to the regular City Council meeting.

with Mayor Seitz calling the meeting to order with the Salute to the
Flag.

The Planning Director reported that the Planning Commission had been
notified of this special meeting as required by law, that Commissioners
Cook and Ripperdan were present, which did not constitute a quorum at
