SUBJECT: Renew Professional Services Agreement for Information
Technology Infrastructure and Consulting Services
SUMMARY OF REQUEST:
Staff requests City Council renew the professional services contract for information
technology and consulting services agreement for one year with the option to renew
annually to QUECORE Inc. formerly know as WHIPSYS, Inc. and authorize the City
Manager to execute the agreement.
BACKGROUND:
Last fall staff sent Requests for Proposals to several information technology firms and as
a result of carefully interviewing several firms QUECORE Inc (formerly known as
WHIPSYS Inc) was chosen due to the firm's qualifications and contract price. Staff is
very happy with the professional and competent services QUECORE Inc. is providing the
City therefore the decision was made to continue to use their services. The firm agreed to
renew it's contract with the City with no increase in the cost of services provided and
agreed to include an option to renew the contract annually with an increase in the contract
price increasing according to the Consumer Price Index but not to exceed 5 %.
QUECORE Inc will continue to provide the City with services five days a week instead
of three days a week that it is currently receiving. The attached service agreement
describes the services the firm will provide. Among the services listed in the agreement
of what will be provided to the City are: assisting in the core network designs; planning,
installation and configuration for new and existing network infrastructure including but
not limited to firewalls, engineering, maintaining, upgrading, monitoring and installing
the best information technology security policies and practice for the City's network
infrastructure. The firm will also provide access level network maintenance; relocate,
support and upgrade existing network servers, workstations, desktops, police car mobile
computer systems, laptops and peripherals.

Information Technology Professional Service Agreement
FISCAL IMPACT:
QUECORE Inc. will provide the City 40 hours of on -site services each week. The
monthly fee for the 40 hours on -site services is $8,400. Services required in addition to
the 40 hours a week would be $120 per hour with a minimum of four hours.
The cost of professional information technology services was included during the
preparation of the budget therefore there is no decrease in fiscal year 2003/04 estimated
General Fund undesignated fund balance.
RECOMMENDATION:
Staff recommends Council renews the professional service agreement for information
technology and consulting services for one year with the option to renew annually with
QUECORE Inc. and authorizes the City Manager to execute the agreement.
