Director of Public Works /City Engineer SUBJECT: AWARD BID FOR THE PIER STRUCTURAL REPAIR AND REHABILITATION, PROJECT NO. 50146 SUMMARY OF REQUESTS: The proposed action will award a contract for the Pier Structural Repair Project No. 50146 to the lowest responsible bidder, John S. Meek Company, Inc., in the amount of $433,885.00 and authorize the City Manager to execute the agreement. BACKGROUND: On January 27, 2003, the City Council was presented with a condition assessment report for the Seal Beach Municipal Pier. According to the report, the Pier is in fair condition according to the standards set by the American Society of Civil Engineers (ASCE) Standard Practice Manual on Underwater Investigations. However, several elements of the pier are in need of repair and replacement including structural components, utilities, preservation components and aesthetic features. These existing repair conditions limit the load capacity and accelerate future damage and deterioration to the Pier. The plans and specifications have been completed by the City's Coastal Engineering Consultant, Han- Padron Associates. Upon the successful completion of the award process, the project should be completed within 2 to 4 months and the Pier will remain open during construction. Three bids were received and opened by the City Clerk on November 4, 2003 as listed below. 1 John S. Meek Company Inc. $433,885.00 2 Connolly- Pacific Co. $588,600.00 3 Blackledge Diving Inc. $620,000.00 The low bidder is properly licensed to do the work and has appropriate work experience as well as being the lowest responsible bidder for the project. The low bid is higher than originally anticipated because of the higher construction cost for the utility work. Included in the plans were maintenance repairs to the water, gas and Item J electric lines. Staff is proposing to issue a decreasing change order to the contractor to modify certain portions of the utility work to bring it within the designated limits of the funding. FISCAL IMPACT: Funds are currently available within the City's Capital Improvement program budget to construct these improvements under project number 50146. At its January 27, 2003 meeting, City Council authorized a $500,000 budget amendment from the undesignated General Fund reserve. The total cost of the project including design, construction and inspection will not exceed the allocated amount without additional approval by the City Council. RECOMMENDATION: It is recommended that the City Council award a contract for the Pier Structural Repair Project No. 50146 to the lowest responsible bidder, John S. Meek Company, Inc., in the amount of $433,885.00 and authorize the City Manager to execute the agreement. Prepared Bye C 0/ Mark K.
