SUBJECT: LAMPSON AVENUE TRAFFIC SIGNAL
CONTROLLERS PROJECT NO. ST1107
SUMMARY OF REQUEST:
It is requested that the City Council approve a budget amendment to increase
revenues and expenditures in the amount of $6,845 for the Lampson Avenue
Traffic Signal Controllers Project No. ST1107.
BACKGROUND:
In June 2010 the City was awarded $33,750 in grant funds from Orange County
Transportation Authority (OCTA) through the Growth Management Area
Program. This program is designed to blend both local and regional planning
perspectives and traffic control techniques. The grant included replacement of
two traffic signal controller and cabinets on Lampson Avenue at the intersections
of Lampson and Candleberry Avenue and Lampson and Heather Street.
The City competitively bid traffic signal maintenance and awarded a contract in
2004 to Republic Intelligent Transportation Services (Republic ITS). Included
within this contract is replacement of traffic signal controllers at $20,000 per
cabinet. Due to the size of the project and familiarity with the City's traffic signal
system, the City utilized the existing contract to deliver this project. Delivery of
this method complies with both the Public Contract Code and the grant
requirements.
At the September 13, 2010 City Council Meeting, Council authorized a purchase
order to Republic ITS in the amount of $6,250. The purchase order was funded
with remaining funds from the ST1008 -A Traffic Signal Upgrades Project. The
amount of the purchase order was set to fund the construction cost above the
grant amount of $33,750.

The Lampson Avenue Traffic Signal Controllers Project was constructed in
January 2011, and has been successfully completed with the satisfaction of the
City Engineer. Staff is finalizing the final report submittal to Orange County
Transportation Authority for reimbursement from OCTA.
ENVIRONMENTAL IMPACT:
This project complies with all requirements of the California Environmental
Quality Act (CEQA) and is categorically exempt under section 15301.
FINANCIAL IMPACT:
A budget amendment is submitted in agenda item "F" (Budget Amendment No.
11- 09 -01). The project account number is 045 - 333 - 44000.
The total grant funds and expenditures for this project are as follows:
Available Grant Funds $ 33,750

Shortfall $ (6,845)
ANALYSIS:
In order to cover the shortfall of $6,845, staff recommends a budget amendment
be created with remaining funds of $7,500 from the ST1008 -A Traffic Signal
Upgrades Project.
RECOMMENDATION:
It is recommended that the City Council allocate $6,845 for the Lampson Avenue
Traffic Signal Controllers Project No. ST1107.
