Bahorski, City Manager FROM: June Yotsuya, Assistant City Manager SUBJECT: CORRESPONDENCE AND INFORMATION REGARDING LONG BEACH AIRPORT AIR TRAFFIC AND NOISE CONTROL SUMMARY OF REQUEST: The City Council to direct Mayor to send letters to the City of Long Beach and the Federal Aviation Administration addressing community concerns regarding air traffic and noise issues resulting from the operation of the Long Beach Airport. DISCUSSION: At their last meeting, the City Council directed staff for more information regarding Long Beach Airport operations, air traffic patterns and noise control monitoring in response to concerns from Seal Beach residents. The agenda report for the Response of Notice of Preparation and Scoping for the Long Beach Terminal Airport Improvements includes several documents that provide the information requested by City Council. Notice of Preparation, Page 7 — provides information regarding the minimum level of flights established for the Long Beach airport, noise monitoring procedures and general operating hours. Long Beach Airport FAQ's — provides responses regarding airport's Noise Compatibility Ordinance, why planes are permitted to arrive and depart after 10 p.m. and how noise limits are monitored and enforced. Huntington Beach Power Point presentation — includes maps that show air traffic patterns crossing over the Orange County area as they approach the Long Beach airport. Long Beach Airport Monthly Noise Report for June and July 2003 — these statistics are available monthly that compile airline noise activity, unanticipated delays, airline violations and description of noise complaints received during the month. Staff has prepared several letters to the City of Long Beach and the Federal Aviation Administration requesting assistance in addressing the concerns regarding air traffic and noise issues that the City has received from its residents. Seal Beach residents have recently voiced their concerns and complaints regarding air traffic over the City's Hill and College Park neighborhoods as well as the senior community of Leisure World. These complaints include increased air traffic, airplane deviations from approved flight paths to Long Beach Airport and airplanes flying at a low level over the community. In addition, several residents have reported late night noise from planes flying to the airport, including air traffic as late as 12:30 a.m. There is also a concern that these issues are not rigorously monitored and enforced. City staff has previously communicated these issues with both the Long Beach Airport agency and FAA staff by phone. This letter is to express our continued concerns regarding air traffic to and from the Long Beach Airport that fly directly over Seal Beach. We would appreciate a response regarding the airport's monitoring and correction method for noise control and air traffic. In addition, we are also concerned about the increased volume of planes over the basin, their ability to operate so late at night and the noise levels that they generate. A letter will also be sent to the Federal Aviation Administration requesting their monitoring and correction methods regarding traffic patterns to and from the Long Beach airport and the late night flights over the Seal Beach community.
