SUBJECT: RIVIERA PARKING PROGRAM
SUIVIIVIARY OF REQUEST:
Adopt Resolution No. establishing a preferential parking program along Riviera
Drive from Marlin Avenue to Bolsa Avenue.
BACKGROUND:

Based upon the concerns of the residents presented at the September 22, 2003 Council
Meeting, staff received direction from Council to work toward implementing a
preferential parking program along Riviera Drive from Marlin to Bolsa Avenue. Under
state law and the City Code, the Council has the authority to implement a preferential
parking program for Riviera Drive by resolution.
Attached is the resolution that would establish a preferential parking program. This
program, if adopted, would only limit parking on one side of the street, to only residents
on Riviera Drive. The length of the affected area is approximately 525 feet. Upon
approval by Council, the Public Works Department would order signs and installation
would be expected within 3 to 4 weeks and the Director of Administrative Services
would issue special permits to Riviera Drive residents at the same charge as the general
preferential parking permit for Old Town. These permits would be differentiated by a
letter designation. Those Riviera residents already holding a valid permit for this year
may exchange their permit for no charge. These "lettered" permits would have same
parking privileges as the general preferential parking permit for the Old Town Area
except that they will also be able to park along the westerly side of Riviera Drive.
FISCAL IMPACT:
Less than $500. Parking Signs would be purchased within the existing operational budget
for Department Code 044 — Streets.

Implementation of Permit Only Parking Restrictions
The City Council at its September 22, 2003 and October 13, 2003 approved a parking
program for the residents along the west side of Riviera Drive. The City will be installing
the new parking restriction signs today and residents are asked to obtain a temporary
letter "I" permit only at City Hall's Finance Department. Permanent parking permits are
on order and will become available in December 2003 at a cost of $10.
There will be a two -week grace period on the enforcement. Enforcement of the new
parking permit program will begin the week of November 17, 2003.
