;, the foundation of all the laws that govern us; and

- '` WHEREAS, our Constitution and the Bill of Rights embody this

and preserve our uniquely American
: f � ; ' liberties, such as freedom of speech, freedom of
religion, freedom of the press, freedom of petition,
due process of law, and a right to a trial by a jury
of our peers; and .
WHEREAS, it is vital that justice for legitimate victims should not be delayed due to
frivolous litigation which serves only to clog our courts; and
WHEREAS, frivolous and abusive lawsuits against our communities raise our taxes,
close parks and swimming pools, take police off the street and drain
valuable resources from our schools; and
WHEREAS, our legal system exists to make victims whole, not rich and should be used
only in the interests of fairness, not greed; and
WHEREAS, an important and enduring part of the movement to restore fairness and
balance to our civil justice system, and to encourage more citizens to
safeguard the justice system by serving on a jury when called, is the
dedicated work of Citizens Against Lawsuit Abuse (CALA); and
WHEREAS, with more than 30,000 supporters and six CALA groups statewide, CALA's .
mission is to educate the public about the human and financial costs of
lawsuit abuse and thereby create a climate for change.
NOW, THEREFORE, BE IT RESOLVED that the City of Seal Beach does hereby
declare the week of October 6 -10, 2003 as
LAWSUIT ABUSE AWARENESS WEEK
in Seal Beach, and further encourage all citizens to support fundamental reforms to
safeguard and improve our civil justice system.
IN WITNESS, WHEREOF, I have hereunto set my hand and caused the seal of the City
of Seal Beach to be affixed this Twenty Second Day of September in the Year Two
Thousand Three.

Dear City Clerk Yeo:
I would like to take this opportunity to invite the City of Seal Beach to join our nearly
4,200 supporters in Orange County in promoting public awareness of lawsuit abuse and
its effects on our schools and our governments, as well as the need for more citizens to
serve on a jury when called.
We respectfully request that you issue a proclamation declaring October 6 - 10, 2003 as
Lawsuit Abuse Awareness Week. I have enclosed a sample proclamation for your
review.
I hope you will support our efforts to stop lawsuit abuse. Should you have questions
