Seal Beach, California April 4, 1978 The City Council of the City of Seal Beach met in regular adjourned session at 8:00 o'clock p.m. with Mayor ProTempore Gray calling the I meeting to order. At the request of Mayor ProTem Gray, Dr. George Telford led the Salute to the Flag. ROLL CALL Present: Mayor ProTempore Gray Councilmen Kredell, Laszlo, Weir Absent: Mayor Blackman Mayor ProTempore Gray asked that the record show that Mayor Blackman and the City Manager were excused from the meeting because of prior commitments. Mayor ProTempore Gray noted that the City Attorney was not present, therefore the City Council was acting without legal counsel. WAIVER OF FULL READING Weir moved, second by Kredell, to waive the reading in full of all ordinances and resolutions, and that consent to the waiver of reading I shall be deemed to be given by all Council members after reading of the title unless specific request is made at that time for the reading of such ordinance or resolution. AYES: Gray, Kredell, Laszlo, Weir NOES: None ABSENT: Blackman Motion carried RESOLUTION NUMBER 2755 - DECLARING RESULTS - PRIMARY MUNICIPAL ELECTION - MARCH 28, 1978 Resolution Number 2755 was presented to Council by title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, RECITING THE FACTS OF THE PRIMARY MUNICIPAL NOMINATING ELECTION HELD IN THE CITY OF SEAL BEACH ON THE 28th DAY OF MARCH, 1978, DECLARING THE RESULTS THEREOF, AND SUCH OTHER MATI'ERS AS ARE PROVIDED BY LAW." I By unanimous consent, full reading of Resolution Number 2755 was waived. City Clerk, Jody Weir, reported that the official Certification of the March 28th Primary Municipal Election was attached to Resolution Number 2755 as Exhibit "A", declaring Councilman Kredell elected in District One, Councilman Weir elected in District Five and 4-4-78 , ~yor Blackman.,and Mr. Seitz nominated in District Three, the run-off election to be May 9, 1978. The City Clerk responded to several questions posed by Councilman Kredel1 regarding the Official Certification. Laszlo moved, second by Weir, to adopt Resolution Number 2755 as presented. AYES: Gray, Kredell, Laszlo, Weir I NOES: None ABSENT: Blackman Motion carried ORDINANCE NUMBER 1033 - NOTICE OF ELECTION - GENERAL MUNICIPAL ELECTION - MAY 9, 1978 Ordinance Number 1033 was presented to the Counci 1 by ti tie "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY, CALLING AND GIVING NOTICE OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN COUNCIL DISTRICT NUMBER THREE OF SAID CITY ON TUESDAY, THE 9th DAY OF MAY, 1978, FOR THE ELECTION OF A MEMBER OF THE CITY COUNCIL FROM DISTRICT THREE OF SAID CITY AS REQUIRED BY THE PROVISIONS OF TIm CHARTER OF THE CITY OF SEAL BEACH, AND DECLARING I THIS ORDINANCE TO BE EFFECTIVE IMMEDIATELY." By unanimous consent, full reading of Ordinance Number 1033 was waived. Kredell moved, I second by Laszlo, to adopt Ordinance Number 1033 as presented. AYES: Gray, Kredell, Laszlo, Weir NOES: None ABSENT: Blackman Motion carried RESOLUTION NUMBER 2756 - NAMING ELECTION OFFICERS and POLLING PLACES - GENERAL MUNICIPAL ELECTION - MAY 9, 1978 Resolution Number 2756 was presented to Council by title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY, NAMING THE ELECTION OFFICERS AND POLLING PLACES FOR THE GENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY OF SEAL BEACH ON TUESDAY, THE 9th DAY OF MAY, 1978, FOR TIm ELECTION OF CERTAIN OFFICERS OF SAID CITY AS REQUIRED BY THE CHARTER OF THE CITY OF SEAL BEACH, CALIFORNIA." AYES: Gray, Kredell, Laszlo, Weir NOES: None ABSENT: Blackman Motion carried 4-4-78 i~1 RESOLUTION NUMBER 2757 - CENTRAL COUNTING PLACE - GENERAL MUNICIPAL ELECTION - MAY 9, 1978 Resolution Number 2757 was presented to Council by title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, PROVIDING THAT ALL BALLOTS BE COUNTED AT A CENTRAL COUNTING PLACE." By I unanimous consent, full reading of Resolution Number 2757 was waived. Kredell moved, second by Laszlo, to adopt Resolution Number 2757 as presented. AYES: Gray, Kredell, Laszlo, Weir NOES: None ABSENT : Blackman Motion carried RESOLUTION NUMBER 2758 - ORDERING THE CANVASS - GENERAL MUNICIPAL ELECTION - MAY 9, 1978 Resolution Number 2758 was presented to Council by title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY, ORDERING THE CANVASS OF THE GENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY OF SEAL BEACH ON THE 9th DAY OF MAY, 1978, TO BE MADE BY THE CITY CLERK OF THE CITY OF SEAL BEACH." I By unanimous consent, full reading of Resolution Number 2758 was waived. Laszlo moved, second by Weir, to adopt Resolution Number 2758 as presented. AYES: Gray, Kredell, Laszlo, Weir NOES: None ABSENT: Blackman Motion carried ORAL COMMUNICATIONS Mayor ProTempore Gray declared oral communications open. Mayor ProTem Gray offered congratulations to Mr. Kredell and Mr. Weir on their election to the City Council. The City Clerk reported that the Certificates of Election would be presented to the newly elected Council members on May 16 at which time they would take their Council I seats. There were no other oral communications; Mayor ProTempore Gray declared oral communications closed.
