, The City Council 6~ the City of Seal Beach met in regular adjouned
session at 2:00 o'clock p.m. with Mayor Laszlo calling the meeting
to order with the Salute to the Flag.

BUDGET STUDY SESSION - 1978-79 FISCAL YEAR
City Manager, Mr. Courtemarche, reported on the impact of Proposition
13 and stated that the General Fund loss was estimated to be $900,000
and presented Council with a revised list of expenditure cuts to meet
that amount.
Each department head reported to Council on their specific areas of
reduction to comply with the City Manager's request. Finance Director,

Mr. Thomas, gave an over view of the financial picture of the City.
Written reports of the above were to be submitted for next budget
study session. Assistant City Manager, Mr. Kosmont, presented
requirements of the City for layoff procedures and also apprised
Council of unemployment insurance requirements. The City Attorney
cautioned the Council as to Proposition 13 limitations for raising
revenue, specifically Section 4 as to Special Taxes and advised that

if revenue were to be proposed,~user fees, in his opinion, were not a
special tax, specifically where the fee relates to the services
provided.
It was the consensus of the Council that another budget session would
be required to review the data presented today and also consider what
State funds would be available to the cities to offset the cut in
revenue from property tax.
ORAL COMMUNICATIONS
Mayor Laszlo declared oral communications open from the audience.
Adah Winters, 1507 Electric Avenue, questioned employee lunch hours
and was apprised that employees worked eight hours with a one hour
lunch. Sherry Baum, 815 Catalina Avenue, (1) requested that staff
reports be given in the microphone; (2) asked if an abridged budget
could be placed in the newspaper; (3) asked if the refreshments that
were available at this session were for everybody; (4) asked about
recycling paper as a cost saving and was apprised that the Lifeguard
Department did recycle in-house paper; and (5) suggested that permit
fees be raised in the Planning Department as a possible source of
revenue. Alice Cooper, 160 - 12th Street"suggested departmental
sharing rather than layoffs. George Supple, 1605 Merion Way, asked
if the fringe benefits were included in the $900,000 figure and was
apprised that it was. Adah Winters, 1507 Electric Avenue, suggested
additional license fees for unaltered animals. Robert Watkinson,
524 Galleon Way, spoke as a member of the Enviromental Quality Control
Board, and suggested that E.Q.C.B. members not be compensated for their
services and also suggested that some commissions be eliminated. Dave
Potter, 1007 Seal Way, asked if our insurance fire rate would increase
with the cuts proposed and suggested coin operated tennis facilities, etc.
rather than cutting safety services, suggested low maintenance ground
covers rather than grass on public parks and suggested the tram service
be given to Mr. Hale for operation. Charles Judson, 1320 Crestview,
suggested added fees to support animal control. Martin Murphy, 1716
Bayou Way, opposed police and fire cuts and suggested that the city
borrow or form an assessment district to maintain those services.
There were no other oral communications; Mayor Laszlo declared oral
communications closed.

shall be deemed to be. given by all Council members after reading of
the title unless specific request is made at that time for the reading
of such ordinance or resolution.
