The City Manager announced that Mr. Wilkinson, Assistwnt City Engineer, was leaving the City to assume a new position. The City Council wished Mr. Wilkinson success. ADJOURNMENT Weir moved, second by Kredell, to adjourn to Saturday, June 17, 1978 at 10:00 a.m. for budget study session. Picascia, Police Department I BUDGET STUDY SESSION - 1978-79 FISCAL YEAR The City Manager presented a review of the budget reductions proposed by the staff and also presented eleven possible revenue sources for consideration of the Council. Councilman Seitz arrived at 10:12 a.m. Members of the City Council reviewed some of the revenue sources presented and also reviewed some of the proposed reductions. It was general consensus of the Council that they should meet in an Executive Personnel Session prior to the public hearing on the budget. It was also the consensus of the Council that the hiring freeze presently imposed by I the City Manager would require Council action to hire. Council discussed some of the personnel cuts proposed, specifically crossing guards at Pacific Coast Highway and 12th Street and at Lampson and Seal Beach Boulevard, one police officer, additional parking control officer, retention of the beach buggy and the bus now subsidized by the city on a self-supporting basis, and the three firemen presented under CETA were also mentioned for retention. Each department head was present and responded to a review of the reductions proposed and possible revenue sources as they would effect each department. Weir moved, second by Kredell, to retain the aides for the Recreation/ Parks Program, as required under the hiring freeze. AYES: Gray, Kredell, Laszlo, Seitz; Weir I NOES: None Motion carried ORAL COMMUNICATIONS Mayor Laszlo declared oral communi"ations open f~om the audience. Sven Lindstrom, 14th Street, objected to the Redevelopment Agency and requested that a moratorium on Redevelopment Agency projects be imposed and the Agency be dissolved. Lew Bennett, 403 Ocean Avenue, supported o 6-17-78 / 6-20-78 reinstating the parking control officers, stating that the revenue would offset the additional cost. There were no other oral communications; Mayor Laszlo declared oral communications closed. ADJOURNMENT Laszlo moved, second by Kredell, to adjourn to Tuesday, June 20, 1978 I at 6:00 p.m. for further budget study session noting that an Executive Personnel Session would be held as the first item on the agenda.
